정부가 23개 대형 공공사업에 대한 초기 타당성 조사를 제대로 하지 않은 채 사업을 진행해 예산을 낭비한 것으로 나타났다.
한국개발연구원(KDI)이 14일 기획예산처에 제출한 ‘타당성 재검증 표준지침 및 수행사례’ 보고서에 따르면 정부가 예비 타당성 조사를 하지 않았거나 사업 도중 비용이 크게 늘어 KDI가 타당성을 재검증 후 수정토록 요구한 공공사업이 2002년부터 올해 11월까지 23건에 이른다.
정부가 관리하는 735개 공공사업의 평균사업비(3020억 원)를 기준으로 할 때 7조 원 규모에 해당하는 사업이다.
○사업비 줄여 예비타당성 조사 피해
일부 공공사업 시행사는 KDI의 예비타당성 조사를 피하기 위해 사업비를 500억 원 미만으로 줄여 신고한 사실이 드러났다.
예산이 반영된 뒤에는 사업계획을 변경해 사업비를 늘렸다. 총사업비가 20% 이상 늘면 KDI가 실시하는 타당성 재검증을 받지만 20% 미만이면 중간 점검도 받지 않는다.
농림부가 울산 북구 진장동에 짓는 농수산물종합유통센터의 사업비는 2003년 계획 수립 당시 433억 원이었으나 최근 기본계획을 바꾸면서 826억 원으로 늘었다.
KDI는 △유통센터의 필요성 △설립 및 운영 주체 △기능 및 시설의 적정성 △사업비의 적정성을 새로 점검했다. 사업 초기에 검증했어야 할 사항들이다.
광주 첨단산업단지 진입도로 건설비도 사업계획 승인 당시 498억 원이었지만 진행과정에서 792억 원으로 증가했다.
전북 부안군 하서면의 신재생에너지 테마파크 조성사업도 초기에 타당성 검증 없이 사업이 추진됐다. 예산은 당초 1200억 원에서 최근 1957억 원으로 불었다.
○사업 전 조사 대상 늘려야
예산처는 1999년부터 올해 10월 말까지 234개 사업(129조1000억 원)에 대해 예비타당성 조사를 실시한 결과 101개 사업(63조3000억 원)을 보류시켰다고 밝혔다.
공공기관이 추진하는 사업 2개 중 1개는 예비조사 때 탈락하는 셈이다.
한양대 이태식(李泰植) 산업경영대학원장은 “공공사업의 투명성을 높이려면 예비조사 대상을 늘려야 하고, 조사의 전문성을 높이려면 조사 주체를 KDI에서 다른 곳으로 바꾸는 방안도 검토해야 한다”고 말했다.
