【鐵原】속보=국회가 심의중인 2006년 정부 예산안 가운데 한탄강댐건설사업비 5억원이 반영(본보 11월28일자 1면보도)된 것과 관련, 한탄강댐반대공동대책위원회(이하 공대위)는 1일 “한탄강댐 관련 새해 예산 5억원을 전액 삭감해 민의에 도전하는 건설교통부의 잘못된 행정에 철퇴를 내려야 한다”는 내용의 성명을 발표했다.
공대위는 이날 `국회에 대한 우리의 요구'란 제목의 성명서에서 “한탄강댐 백지화를 염원하는 국민의 힘에 놀란 정부가 `임진강유역홍수대책특별위원회'를 설립해 댐건설백지화운동을 희석시키려고 하지만 전국에 메아리치는 백지화 외침은 잘못된 수자원정책을 심판하는 하늘의 목소리”라며 “한탄강댐건설반대 3개 시·군 지역구국회의원과 강원도국회의원협의회는 `한탄강댐 건설 예산 전액 삭감운동을 국회에서 힘차게 펼쳐 줄 것을 요청한다”고 밝혔다.
특히 공대위는 “일년에 15일 정도 담수하는 경제성 없는 한탄강댐건설사업에 국민 1인당 3만원씩 추가세금을 부담케하는 1조2,000억원규모의 사업비는 국민의 피땀어린 세금을 낭비하는 씻을 수 없는 죄악으로 역사와 후세에 길이길이 지탄받게 될 것”이라고 경고하고 “한탄강댐 백지화를 국민앞에 약속한 열린우리당과 한나라당강원도당은 `국회 한탄강댐 건설 백지화 결의안을 발의해 조속히 통과시켜야 한다”고 촉구했다.
공대위는 이밖에도 “국회와 감사원은 한탄강댐 관련 대국민 사기극을 벌인 건교부와 수자원공사에 대해 국정조사와 함께 합리적인 구조조정을 실시해야 한다”고 요구했다.
한편 공대위는 한탄강댐 관련 예산이 반영된 것이 `한탄강댐을 재추진하려는 의도'로 보고 있는 반면 건교부는 `국무조정실에서 추진중인 임진강유역홍수대책특별위원회 결정에 따른 후속업무와 관련한 부대비용'이라고 설명하는 것으로 알려지고 있다.

감사원의 감사결과에 따라 국무조정실이 한탄강댐 건설여부를 포함한 임진강 유역에 대한 종합적이고 항구적인 홍수피해 방지대책을 마련하고 있는 가운데 내년 예산에 한탄강댐건설 사업비가 포함된 것으로 알려지자 관련 단체들이 강하게 반발하고 나섰다.
한탄강댐건설반대 공동대책위원회는 1일 발표한 성명에서 "국민의 대표기관인 국회는 건교부가 미련을 버리지 못하고 명목유지용으로 제출한 한탄강 댐 관련 예산 5억원을 전액 삭감해야 한다"고 주장했다.
공대위는 "세금 1조2000억원을 들여 1년에 15일 정도만 담수하는 경제성 없는 반생명적인 한탄강댐 건설을 강행하는 것은 국민의 피땀 어린 혈세를 낭비하는 죄악이 될 것"이라며 "민의에 도전하는 건교부의 잘못된 행정에 철퇴를 내려야 한다"고 강조했다.
이들은 또 해당지역 국회의원과 도국회의원협의회에 한탄강댐건설예산 전액 삭감운동을 벌여달라고 요청했다.
공대위는 "국회와 감사원은 한탄강 댐 관련 대국민 사기극을 벌인 건교부와 수자원공사에 대한 국정조사와 합리적인 구조조정을 실시해야 한다"고 덧붙였다.
한편 국회 건설교통위원회는 일부 의원들의 삭감주장에도 불구하고 건설교통부가 편성한 한탄강댐 건설사업비 5억원을 원안대로 반영했다. 철원/진종인 whddls25@kado.net
