고위 공직자나 권력층 주변인물 등이 수사기관의 조사를 통해 금품수수 사실이 드러나면 ‘대가성 없이 빌린 돈’이라고 주장한 적이 한두번이 아니다. 이번에 추병직 건설교통부장관도 경기도 광주 오포아파트 인·허가 비리로 구속된 한현규 전 경기개발연구원장으로부터 올 2월에 빌린 5000만원이 장관 취임 전이어서 대가성과 무관하다고 주장했다. 총선에서 낙선한 뒤 경제적으로 무척 어려운 시기에 손 벌릴 곳이 마땅치 않아 예전부터 친분이 두터웠던 한씨에게 돈을 빌려 아내의 수술비와 총선 선거비용 등으로 썼다는 것이다.
우리는 추 장관이 한씨와 공동 소유한 오피스텔의 소유권을 이전해 주기로 하고 돈을 빌렸고 계좌번호가 기억나지 않아 처제의 통장으로 송금받았다는 해명을 믿고 싶다. 또 장관 임명 뒤 공직자 재산등록을 하면서 ‘약간의 실수’로 5000만원의 채무부분을 누락했다는 주장도 전혀 납득하지 못할 바는 아니다. 하지만 추 장관은 지난해 총선 출마 전까지 건교부 차관으로 재직했고, 장관 입각 전까지 열린우리당 경북도당위원장이었다. 건교부의 인허가 방침이 번복된 것이 지난해였고, 돈을 빌린 것은 올해였다지만 대가성과 무관하다고 용인하기 어려운 부분이라고 할 수 있다.
대가성 여부는 검찰 수사를 통해 밝혀지겠지만 고위 공직자가 비리사건에 연루돼 거론되는 것만으로도 불명예다. 게다가 추 장관은 마치 도덕적으로 엄청나게 우위에 있는 양 야당 의원들을 얕잡는 말투로 대하지 않았던가. 공직자 재산등록의 누락사실을 ‘약간의 실수’로 보는 추 장관의 공직관에 국민들은 그저 답답할 따름이다.
