[강원도민일보 사설] 경원선 이번엔 삽을 들어야 한다
경원선 복원 예산이 세워지는 순간인 것 같다. 국회 예산조정소위가 내년도 예산안을 최종 조정하면서 경원선 복원사업은 삭감대상사업으로 논의하지 않았다는 것이다. 이 철도사업비로 올라간 50억 원이 내년 예산에 반영될 가능성이 높아진 것이다. 이 긴장된 때에 경원선 복원에 대해 이러쿵저러쿵 하기도 솔직히 조심스러운 것은 사실이다. 그러나 남북분단의 상처를 안고 살면서도 정부의 불균형 '혜택'은 더 컸던 접경지역의 숙원 하나가 풀리는 것이 이다지도 힘든 것이냐는 비탄이 앞서는 것은 어쩔 수 없다. 따라서 정부도, 국회도 그리고 국민도 거기 철도가 왜 다시 놓여야 하는지를 알아야 한다. 경원선 복원이 한 지역의 현안만이 아니라 국가의 현안이라는 점을 앎으로써 이 사업의 응원자가 국민이 되도록 해야 한다는 것이다.
경원선 복원이라고 하지만 사실은 경의선 동해선처럼 옛 원산 가던 기찻길의 남북 연결사업은 아니다. 경기도 신탄역에서 단절된 철도를 6.5㎞ 연장해 철원에 붙이는 이른바 교외선 철도연결이다. 한국교통연구원과 KDI가 소요산∼신탄리∼군사분계선(월정역)을 잇는 49.5㎞ 구간에 대한 예비타당성 조사연구용역을 벌였었다. 이 철도에 경제 효율이 높을 리 없다. 다만 남북교류 화해협력 분위기에 편승해 금강산철도를 이용한 대북관광을 촉진하고 위축된 지역경제, 지역균형발전을 도모하는 등 부수 효과를 들어 단선전철의 가능성이 제시돼 가까스로 현재의 동두천∼신탄리 기찻길을 시오리 정도 연장하는 것이다. 드디어 설계보완과 노반공사비 50억 원이 국회의 마지막 절차를 통과하기 직전인 것이다.
그렇기 때문에 잘 못 될세라 철원사람들이 온통 국회를 향해 신경을 곤두세우고 있지만, 이면엔 과연 정부가 한 지역에 대해 이토록 편견을 가져도 좋으냐는 불만과 원망도 도사리고 있다는 것만은 알고 있어야 한다. 그 '50억 원'은 올 예산안에도 넣었다가 정부 반대로 누락된 돈이다. 그 돈을 내년 예산에 다시 반영하려는 것을 보면서 2년 전 철원군수 보궐선거 무렵 정부여당 그리고 야당까지 철석같이 경원선 복원을 약속하던 장면을 상기하지 않을 수 없다. 그 약속이 지켜지지 않던 1년을 보내면서 이심전심 공감하던 것이 바로 "한탄강댐 반대 보복 같다"이다. 내년 예산마저 이 철도사업이 빠지게 된다면 이젠 그런 추측이 아니라 가슴, 가슴마다 사실로 각인 시키려 할 게 분명하다. 경원선뿐만 아니라, 금강산선까지도 실시설계, 편입용지 매수를 끝낸 게 10여 년 전이다. 이는 이 철도의 필요성을 지역주민 아닌 정부가 먼저 국민에게 공포한 것이다. 이 국가 현안을 지역현안으로 만들어 지금 주민만 속 타게 만든다는 사실을 알아주기 바란다.
