2007년 2월6일 철원군청 대회의실에서는 한탄강댐 건설반대 철원군 투쟁위원회 총회가 있었습니다 투쟁의 전열에 다소 잡음이 있었으나 조건없는 투쟁의 결의를 확인하는 자리였습니다
우리의 투쟁에 그동안 함께해 온 환경연합외에 참여연대를 비롯한 시민사회단체가
거짓의 한탄강댐으로부터 한탄강을 지키고 부패한 관리(건교부.수자원공사)와 제정신이 아닌 노무현정부로부터 진실을 지키는 싸움에 어깨를 함께 하겠다는 소식이 전해졌습니다
그리고 한탄강댐은 유명무실하다고 외칠때 파주시는 찬성한다고 원망아닌 원망을 하던 파주에서 의문의 손님이 찾아 왔습니다 관인의 중리에 사시는 우리가 잘알고 지역과 한탄강 사랑에 푹빠져 있는 이우형씨의 소개이기에 의구심을 일단 뒤로 하고 파주시 파평면 소재의 임진강문화연구원원장과 우주과학정역연구원장인 허현강씨를 총회에 강사로 맞이하였습니다 허원장은 파주시의 모두가 한탄강댐을 찬성하는 것은 아니고 자신과 같이 반대하는 사람도 있다는 것을 알아 달라는 말로 말문을 열었다 허원장은 한탄강을 포함한 임진강 유역은 임진강문화권으로 38도선을 중심으로 세계문명의 발상지가 모여 있으며 임진강문화권도 한반도에서 주요한 지대임을 강조한다 그리고 96년. 99년도의 연천 파주의 상상을 초월하는 홍수범람의 자료 사진과 영상을 준비하여 보여 주었다 그리고 왜 이런 물난리가 발생했는가를 되집어 보았고 그것은 치수관리를 잘못한 정부(관계 공부원)의 엉터리 물관리를 질타 했다 그동안 파주의 임진강에서는 유휴지를 몇곳을 매립하여 사용하면서 물흐르는 길목에 병목현상이 일어 나도록하였는데 해가 거듭되수록 강하상 여러곳에 퇴적물이 쌓여 강폭을 좁게 만들었으며 이것은 장마시에 강물의 흐름을 더디게하여 상류가 범람하는 중요 요인이라고 설명하며 천정천이 된 금파취수장,장좌지구등의 퇴적물이 동산처럼 높고넓게 쌓인 사진과 학곡리,비룡대교,적성면 두지리등 정부에서 주장하는 홍수선과 실제 확인한 홍수선가 크게 차이나는 것을 보여 주었다 오두산 통일전망대에서 자유로가 끝나는 지점까지 임진강 하상이 매우 높아졌는데 특히 통일전망대 앞부근의 한강과 합수되는 곳은 임진강쪽의 물의 유량이 감소하면서 삼각지의 균형이 깨져 한강쪽에서 몰려온 퇴적물이 역으로 임진강하구에 쌓이면서 임진강물의 차단을 더욱 부채질하고 있다고 한다 그리고 1930년대의 고랑포에 무역선이 정박해있는 사진인데 지금은 갯벌처럼 되어버린 임진강의 본래의 모습을 상징적으로 보여주고 있다
그래서 임진강 홍수예방은 쌓인 퇴적물을 치워서 강물의 흐름을 원래대로 원활하게 해 주어야 한다고 강조한다 물론 비용도 훨씬 적게 들것이라면서 그것이 임진강 홍수의 근본적 치수대책이라는 결론을 내렸다
