이를 위해 1982년 UN해양법협약의 배타적 경제수역에 관한 규정들은 상세히 검토해 보고 독도가 자연도로써 독자적인 영해와 배타적 경제수역을 가질 수 있는가를 지리학과 지질학에 근거해서 우선적으로 증명한다.
이어 배타적 경제수역 내에서의 연안국의 관할권, 대향.인접국가간의 해야경계획정방법 등에 관하여 국제 관습법 및 국제사법재판소의 판결을 검토하고 있다.
