 수공 광역상수도 이용률 44%에 불과 상수도시설 중복투자로 국고낭비…전국 167개 지자체 감사

전국의 상수도 시설이 건설교통부·환경부·지방자치단체간의 중복·과잉투자로 국고를 낭비하고 있는 것으로 드러났다.
감사원은 14일 지난해 11월부터 지난 3월까지 환경·건교·행자부와 수자원공사·서울시 등 167개 지방자치단체를 대상으로 벌인 광역·지방 상수도 개발과 운영에 대한 감사 결과를 발표하고 건교·환경·해당 시·도 등이 협의체를 구성해 관리체계를 개선할 것을 주문했다.
감사원은 상수도 사업이 수자원공사가 관리하는 광역 상수도와 해당 시·군 등이 관리하는 지방 상수도로 나누어져 있으며 지도감독은 건교부가 광역 상수도를, 환경부가 지방 상수도를 맡고 있어 중복투자 등 혼선이 심각한 것으로 지적했다.
실례로 전남 나주시의 경우 이미 상수도 1일 사용량인 1만3568t의 6배에 달하는 7만7100t의 시설을 갖추고 있는데도 지난 4월 98억원을 들여 2000t규모의 상수도 시설을 추가로 건설했으며 이 과정에서 환경부는 국비 50억원을 지원한 것으로 밝혀졌다.
아울러 상수도 요금산정 방식도 수요자 부담을 늘리고 있는 것으로 지적됐다.
정부는 광역상수도 건설시 이용률 목표를 79.7%로 잡고 평균원가를 190.7원으로 산정했으나 실제 이용률은 이에 훨씬 못미치는 44.7%에 불과해 평균원가는 84.9원이나 오른 275.6원으로 집계됐다.
이 때문에 지난 2003년 96개 시·군은 목표이용률로 원가를 계산했을 때보다 1187억원을 추가로 부담하게 됐으며 이는 지방 상수도 요금 인상과 주민 부담 증가 등으로 이어지는 것으로 감사원은 분석했다.
