 수자원공사 광역상수도 ‘주먹구구식 ’ 상수도 사업 ‘주먹구구식 운영’

상수도사업이 주먹구구식으로 운영돼 국민 부담만 늘리고 있는 것으로 드러났다.
감사원이 지난해 11월부터 지난 3월까지 환경ㆍ건교ㆍ행자부, 수자원공사, 서울시 등 167개 기관을 대상으로 상수도 개발과 운영에 대해 감사한 결과 중복투자, 불합리한 수도요금 산정 등의 문제점을 적발했다.
감사원에 따르면 상수도사업 관할권이 광역(수자원공사)과 지방(시ㆍ군)으로 나눠져 있고 감독권한은 건교부(광역)와 환경부(지방)로 이원화돼 지방 상수도계획이 이미 수립된 지역에 다시 국비가 지원되는 등 중복 투자가 이뤄진 것으로 나타났다.
전남 나주시의 경우 상수도 사용량이 하루 1만3,568톤에 불과한데도 시설은 하루 7만7,100톤 규모를 갖추고 있었다. 그럼에도 지난 4월 98억원을 들여 2,000톤 규모의 상수도 시설을 추가로 지었고, 환경부는 이 사업에 국비를 50억원이나 지원한 것으로 밝혀졌다.
상수도요금 산정기준도 부적정해 수요자인 주민 부담을 가중시켰다. 정부는 광역상수도 건설시 이용률 목표를 79.7%로 잡았으며, 이를 바탕으로 톤당 평균원가를 190.7원으로 산정했으나 실제 이용률(44.7%)은 훨씬 저조해 이를 반영한 평균원가는 이보다 84.9원이 많은 275.6원에 이른 것으로 집계됐다. 이로 인해 2003년 96개 시ㆍ군은 1,187억원을 추가로 부담했으며 지방상수도 요금 인상 등으로 수요자인 주민에게 전가됐다.
감사원은 환경부 장관과 건교부 장관에게 상수도시설의 중복ㆍ과잉투자 방지를 위해 전국수도종합계획을 공동으로 수립하고 수도사업 인가 시 관련기관 협의체를 구성하도록 했다.
또 광역상수도의 원가계산 기준과 지방상수도 요금산정 기준을 합리적으로 개선해 수요자들에게 부담을 가중시키지 않도록 해줄 것을 통보했다.
