얼마 전 경기 용인시의 죽전 지구에 200억 원을 들여 개교한 초등학교에 등록 학생이 겨우 18명밖에 되지 않아 폐교시켜야 한다는 감사원 결과가 발표된 적이 있었다. 이러한 일이 발생한 이유는 근본적으로 죽전 지구에 입주할 가구 수와 인구의 특성에 대한 예측이 잘못됐기 때문이다. 조사나 예측에 한계가 있을 수 있으나 200억 원이라는 막대한 공공예산, 즉 국민의 혈세가 소요되는 사업이라면 사전 수요조사나 인구 영향평가가 철저하게 이뤄졌어야 마땅하다.
5년간 추진해 온 한탄강댐 건설사업에 대한 감사원 감사 결과에선 관계 부처가 수위 관측 등 객관적인 기초 자료조차 부실하게 파악한 상태에서 홍수량을 산정했음이 밝혀졌다. 물론 댐 건설을 위한 수량 추정은 물의 흔적을 파악해 추정하기 때문에 한계가 존재한다. 그러나 다양한 기준과 여러 시나리오에 입각해 타당한 근거를 마련하고 여러 전문가와 이해관계자들이 합의할 수 있도록 시도됐어야 했다.
올해 초에는 이해찬 국무총리가 경부고속철 사업을 대표적인 정책 실패 사례로 지목했다. 당시 이 총리는 “수요가 당초 예상의 30%에 그쳐 매년 수천 억 원의 적자가 나게 생겼다”며 “사업 초기에 수요 예측이 잘못됐거나 과장된 것으로 생각한다”고 밝힌 바 있다. 수요 추정이 더욱 어려운 장기적 사업은 경제상황 변화와 함께 소비자의 욕구 및 행태 변화까지도 고려해야 한다.
일반적으로 공공 갈등을 야기하는 사례들은 사전 기초연구조사의 타당성(절차적 타당성 및 내용적 타당성)이 결여된 경우가 많다. 새만금 간척이나 천성산 고속철도 공사의 갈등에서 보듯이 사전 환경영향평가가 객관적이고 과학적으로, 그리고 다양한 이해관계자가 합리적이라고 인정하는 연구조사방법에 근거했더라면 갈등의 원인을 상당히 제거할 수 있었을 것이다.
이젠 공공정책이 하나의 ‘생산품(product)’으로 인식되는 시대가 됐다. 따라서 공공정책도 민간부문처럼 철저한 사전 수요조사와 마케팅, 그리고 사후 관리까지의 통합적 절차를 거쳐 생산돼야 한다. 특히 공공정책 사업이 지닌 대규모 예산 소요, 회복 불가능성, 장기간의 영향 등의 특성을 생각하면 철저한 사전 기초연구조사가 민간부문보다 더욱 중요하다고 하겠다.
앞으로 감사원에 의한 사후평가에 의해 특정 공공정책이 부실했고 실패했다는 지적을 더 이상 받지 말아야 한다. 사전에 타당하고 합리적인 기초연구조사가 철저히 이뤄져 질 높은 공공정책이 생산되도록 해야 한다.
물론 많은 공공 및 국책사업이 단순히 경제적 타당성 및 환경평가에 의해서만 결정되는 게 아니다. 공공성, 형평성, 무형적 효과 등을 종합적으로 고려하고 마지막에는 정치적 환경도 감안해 결정되는 매우 복잡한 과정을 거친다. 그러나 적어도 정책 입안 초기에는 객관적이고 과학적인 기초연구조사에 입각해 정책 대안이 합리적으로 비교·평가돼야 할 것이다.
이를 위해서는 종래처럼 공무원 또는 일부 전문가에 의해서만 기초연구조사가 이뤄져선 안 된다. 기초연구조사에 다양한 이해관계자들이 참여할 수 있도록 그 내용과 절차에서 공개적이면서도 과학적이고 객관적으로 이루어져야 한다. 그렇게 공공정책이 생산돼야 국민에게 수용될 수 있고 궁극적으로 국민의 세금을 낭비하지 않고 국민의 삶의 질을 한 단계 높일 수 있게 될 것이다.
이처럼 정부는 정책의 품질을 높일 수 있는 다양한 제도적 장치의 실질화와 함께 공공부문에서도 공공정책 생산을 위한 기초연구조사의 중요성을 깨달을 수 있도록 인식의 혁신도 이뤄 내야 할 것이다.
