【철원】 속보=대통령자문 국가지속가능 발전위원회가 한탄강댐을 사실상 강행하는 쪽으로 가닥을 잡자 철원주민들이 강력 반발하고 있다.
지속위 한탄강댐 갈등조정소위(이하 갈등소위)는 2일 홍천 대명콘도에서 댐 건설 찬·반측 주민대표들을 상대로 설명회를 개최하고 한탄강댐 건설에 대한 대안으로 기존 한탄강댐 건설계획을 백지화하고 천변저류지 2개소와 순수 홍수조절용 댐을 함께 건설하는 방안을 제시했다.
갈등소위는 새로 건설되는 홍수조절용 댐은 당초 계획된 한탄강댐보다 작은 규모로 건설하되 환경단체와 지역주민, 중립적 전문가와 정부가 함께 참여하는 공동협의회에서 천변저류지의 효과, 댐의 규모와 효과 및 안전성 등을 확인하도록 하는 방안을 내놨다.
그러나 지역주민들은 "이같은 대안이 생색내기로 천변저류지를 제시했을 뿐 사실상 한탄강댐을 이름만 바꿔 강행하려는 결정"이라며 크게 반발하고 있다.
주민들은 갈등소위가 댐 규모를 축소하고 임진강 유역인 장단반도와 석장2지구에 면적 3㎢에 홍수조절 용량 1200만t 규모의 천변저류지를 건설하겠다고 밝혔으나 한탄강댐의 홍수조절 능력이 3억t임을 감안할 때 2곳의 천변저류지로는 감당할 수 없는 용량이어서 결국 당초 계획했던 한탄강댐을 높이 1~2m만을 낮춰 건설할 수 밖에 없는 상황이라는 것이다.
지속위의 어정쩡한 결론으로 5년여를 끌어온 한탄강댐 건설 관련 갈등이 원점으로 돌아가게 됐다.
장진혁 댐 반대 철원군대책위원장은 "철원주민들은 댐 백지화 외에는 어떠한 타협안도 받아들일 수 없다"며 "댐 건설계획의 백지화가 전제되지 않으면 어떠한 대화에도 응하지 않을 것"이라고 강조했다.
