그렇다고 모든 것이 돈으로 환산되는 것은 아닌데...

오랜만에 덕수궁을 걸었다. 그 곳에는 “밤이 아름다운 덕수궁”이라는 광고 팻말이 붙어 있는데 말인즉슨 야간 경관조명을 설치했다는 것이다. 겨울, 도시라는 공간에서는 헐벗은 활엽수에, 키 낮은 침엽수인 소나무에 꼬마전구를 감아 밤이면 화려한 빛의 장관을 연출하는 것이 낯설지 않다.

보는 우리야 즐겁겠지만 당하는 나무는 피곤하다. 이번 겨울이 시작되는 시점 한 신문에 나무에 걸린 전등의 문제를 꼬집은 기사를 본 적이 있다. 그 불을 켜기 위해 얼마나 많은 전력이 소비되는지 나무의 생장을 어떻게 교란시키는지를 설명한 것으로 기억한다. 생태계 교란에 대한 이야기는 도시에 사는 사람이라면 종종 목격할 수 있는데 늦은 밤 울어대는 매미로 인해 잠을 설친 기억들이 한 번 쯤은 있을 것이다.

도시의 소나무에는 유난히 많은 솔방울이 달려있다. 또한 도장지(활엽수의 경우 맹아지라 부른다)가 발생하는 일이 많다. 나무가 아프다는 신호를 보내는 것이다. 본능적인 방어다. 아파서 죽어갈 경우 어떤 소나무들은 최대한 많은 솔방울을 맺어 종을 보호하려한다.

도장지의 경우 광합성 효율이 좋지 않을 경우 생겨나는데 이렇게 새로운 잎을 만들어 내느라 사용되는 양분이 받아들이는 양분을 넘어서기 때문에 나무의 건강에 좋은 영향을 미치기는 어렵다. 이는 나무가 아프다고 아우성치는 것이다. 경관조명은 우리 입장에서는 좋겠지만 나무 입장에서는 피곤한 일이다.

인간의 욕심은 무섭다. 어찌 보면 무모해 보이기까지 한다. 도시 곳곳에서 생명의 비명소리가 들리지만 불행히도 우리는 바야흐로 ‘성장’으로 설명되는 ‘개발지상주의’시대에 살고 있다. 개발주의가 이 땅을 휩쓸고 간 역사는 처절했다. 그것은 비단 생명뿐만 아니었다. 많은 사람들이 삶을 위해 도시를 택했고 도시의 공간은 그를 수용하지 못했고 오랜 기간 이어진 땅 투기는 집이 남되 많은 사람들은 그 집에 들어가 살 수 없는 지경에 이르렀다.

이런 아이러니로 우리는 지난해 한 번 홍역을 치러야했다. 하지만 시각은 여전히 변하지 않고 있다. 정부가 내 놓은 임대주택 대규모 공급정책이라는 것은 그린벨트의 훼손으로 이어질 것이라는 많은 지적이 이를 대변한다. 요즘 속된 말로 그린벨트는 비닐하우스 벨트라고 불리며 잠재적 개발지역의 위상을 갖고 있다. 이런 평가는 그간 정부가 그린벨트에 보였던 정책에서 기인한다. 훼손을 막은 것이 아니라 훼손을 단속하지 못하고 훼손되었다는 이유로 끊임없이 임대주택 등의 개발정책을 펴왔기 때문이다. 원상회복을 시도한 사례를 찾고 싶지만 쉽지 않은 일이다.

소위 수요관리 없는 주택정책과 땅에 대한 왜곡된 자본화 논리를 바로잡지 못하고 무조건적인 ‘묻지마’식 공급 정책은 도미노처럼 이 땅을 유린했다. 일산 베드타운은 그 자체로 도시적 요소의 결여로 사람이 살기 힘들었고 결과적으로는 서울이라는 거대괴물의 영역으로 공간편입이 되었다. 또한 이로 인해 벌어지는 추가개발은 불가피했다. 서울과의 접근성을 위해 새로운 도로를 뚫어야 했고 기존의 도로를 넓혀야 했으며 이후 불거진 기반시설에 대한 요구는 그 자체로의 도시공간의 확장을 불가피하게 만들었다. 이러한 양상은 수도권 신도시에서도 마찬가지로 나타난다.

‘대마불사’라는 말이 있다. 건교부를 비롯한 개발부처를 비꼬는 말로 환경단체들이 많이 사용하는데 한번 계획한 일은 절대 철회하지 않기 때문이다. 이에 대해서는 많은 사례들이 목도된다. 하지만 누구의 희생을 전제하는지 누가 이득을 얻을 수 있는지 이야기하지 않는다. 다만 얻을 수 있는 편익에 대해서만 말 할 뿐이다.

비용편익 분석은 괜히 존재하지는 않으리라고 본다. 하지만 이런 비용편익 분석에 있어서 편익을 과다 책정하고 비용을 부풀리는 사례를 볼 수 있다. 새만금과 경인운하의 경우에서 볼 수 있듯 비용편익에 대한 의문을 제기하고 문제점을 밝혀냈지만 정부 부처는 여전히 포기할 줄 몰랐다.

계획이라는 것은 그 필요에 따라 폐기될 수 있다. 하지만 한 번도 폐기된 사례를 찾아보기 힘들다. 새만금은 비용편익 분석을 몇 번을 수정하고서라도 추진했다. 오랜 시간 갈등을 겪어온 경인운하, 한탄강 댐의 경우는 비용편익이 전혀 없음으로 판명되었지만 관련부처는 공사 강행의 강한 의지를 내비치고 있다.

한탄강 댐의 경우 2005년 감사원의 감사로 그 부당성이 드러났지만 폐기되지 않고 작년 다시 부활했다. 그것도 같은 모습으로 말이다. 아니 오히려 더 커졌다. 문제는 총리실 산하에 있던 갈등조정을 맡은 기관에서 이런 결정을 내렸다는 사실이다. 그리고 어떤 판단근거를 가지고 있는지 밝히지 않고 있다.

지역 주민들은 국민감사청구서를 감사원에 제출해 다시 감사해 줄 것을 요청했지만 아직 감사원은 묵묵부답이다. 그런 가운데 수자원 공사는 지금 당장이라도 착공할 기세로 주민들을 불안하게 만들고 있다. 아직 어떠한 합의도 이끌어내지 못하고 말이다.

경인운하 역시 마찬가지다. 비용부분을 줄이고 편익부분을 과다 계산한 부분과 제출 보고서를 고치도록 압력을 넣은 사실이 밝혀져 관련 공무원이 처벌 받았던 전례가 있음에도 계획은 폐기되지 않았다. 오랜 논의 끝에 현재 마지막 협의 결정을 내리는 순간이 왔지만 주무부처는 그 협의 과정을 전면 부정하며 결코 양보하지 않겠다는 의지를 비추고 있다.

가끔 ‘환경영향평가, 사전환경성평가, 환경성평가 등의 항목은 계획과정에 왜 들어있을까?’라는 의문이 든다. 애초 정부가 하기로 했으면 기어이 하고야 마는 모습을 하도 많이 본 까닭이다. 분명 부분별한 개발계획을 자제시키고 환경적 가치를 제고함으로서 삶의 질을 보장하려는 시도는 그냥 교과서에나 있는 말처럼 들린다.

녹색의 사막이라 불리는 골프장은 온 국토를 뒤덮었다. 어느 환경활동가는 우스개로 ‘공무원들이 골프장은 녹색이니 녹지라고 우기더라’며 그 어이없는 환경의식을 비웃었다. 인천의 계양산에는 골프장이 들어선다고 아우성이다. 서천 장항갯벌은 어느 정치인의 정치적 발언에 힘입어 개발의 위험이 언제나 상존한 채로 있다.

천성산은 뚫렸고, 새만금은 막혔다. 이런 개발의 위협은 언제나 상존하고 있다. 개발로 인한 갈등이 생겼을 때 찬성과 반대를 놓고 주민들의 의견이 나뉘었고 오랜 싸움에 지역 공동체가 해체되는 모습을 보았다. 개발부처가 개발을 밀어붙일 때 그것에 반대하는 주민들이 원하는 것은 설득력 있고 신뢰할 수 있는 모습이었다.

하지만 불행히도 그런 사례를 찾아보기는 힘들다. 누더기가 된 새만금에 대한 평가서와 한탄강 댐 평가서, 경인운하의 평가서가 이를 잘 보여주는 사례다. 일단 계획된 것은 평가서를 고쳐서라도 추진하면 그만이었지 포기한 사례를 찾아보기란 어렵기 때문이기도 하다.

이제 선거의 국면에서 또 다시 많은 개발 공약들이 쏟아져 나올 것이다. 이미 몇 가지는 나왔지만 진정한 고민이 그런 성장의 기조라면 다음번 정부도 생명의 가치를 기대하기는 힘들어 보인다. 비정규직이 난무하고 출산으로 인한 여성 재취업 걱정, 육아의 걱정으로 아이를 갖지 못하는 것이 대한민국이 가난해서인가?

고용불안을 언제나 안고 사는 대다수 서민들의 삶이 그렇게 누군가 일방에 의해 좌지우지되는 것이 바람직한가? 오히려 지금의 갈등은 사회 양극화의 심화로 보여 지는 대한민국 분배 시스템의 문제에 기인한다고 많은 전문가들이 지적한다. 지금껏 성장의 열매가 모두에게 골고루 돌아가 본적은 없다. 오히려 부의 편중만을 가중시켰다. 그래서 지금 서민들의 삶이 점점 더 각박해지고 있는 것이라 본다.

하지만 그럴수록 사는 게 바빠도 한 번쯤 우리가 택할 가치가 어떤 것인지 곰곰이 생각해 볼 여유는 가져야겠다. 오랜만에 고궁을 걸으며 나무를 한 번 보니 참 무관심했구나 하는 마음이 들었다. 정작 환경을 취재하는 기자 나부랭이랍시고 그것도 볼 여유가 없었다. 마음의 여유를 갖고 긴 한 숨 쉬니 이제야 그들이 보인다.

그 땅 밑에 지렁이도, 나무 위 박새도 살 곳을 찾아 부지런히 움직인다. 아직은 남아있는 친구들이고 내 생명의 일부들이다. 나 역시 그들에게 그렇게 남고 싶고.
