한탄강댐 건설사업 5년째 표류
▣ 개요
- 다목적댐 건설사업은 장래 물 부족에 대비하고 항구적인 수해방지를 위한 사업.
- 04년도에는 감포댐 등 6개의 댐 건설사업비 1,372억 2백만원과 보상비 출자금 500억원, 전년도 이월금 15억 9백만원등 총 1,887억 11백만원이 투입. 그러나 74.5%인 1,405억 22백만원만 집행. 경인운하 해지지급금 등으로 210억 29백만원을 전·이용하고, 42억 52백만원은 다목적댐 건설사업 간에 전용, 271억 33백만원은 05년으로 이월하였음.
- 한탄강댐 건설사업은 95년 5월부터 97년 12월까지 행한 ‘임진강유역조사’용역의 ‘2021년에 임진강 유역에서 연간 3억 6,200만톤의 물부족이 예상된다’는 보고에 따라 연간 2억 6,600만톤의 용수공급이 가능한 다목적댐 건설을 추진하였으나, 임진강 유역에서 3차례의 홍수피해가 발생함에 따라 ‘임진강 수계 수해방지 종합대책’을 확정. 댐의 목적이 ‘홍수조절용’으로 변경됨.
▣ 문제점
- 철원군의 보상문제로, 환경단체는 절차의 부당성을 이유로 댐건설을 반대함.
- 04년 2월 지속가능발전위원회에 ‘한탄강댐 갈등관리준비단’을 설치하여 갈등조정 했으나 실패.
- 한탄강댐 건설사업의 경우 04년도 예산액 63억 31백만원 전액을 경인운하 해지지급금으로 전용하고, 동 사업이 착수된 99년부터 04년 말까지 예산집행 내역을 살펴보면, 총 예산액 1,489억 71백만원 중 916억 8백만원을 집행하고, 평화의 댐 건설사업비 및 경인운하 해지지급금등으로 523억 82백만원이 전용, 나머지 56억 14백만원은 불용처리 되었음.
☞ 감사원 보고에 따르면 한탄강의 정확한 수문자료가 없어 기본 홍수량을 제대로 산정 할 수 없는데도 건교부가 임의로 한탄강댐의 홍수조절효과를 초당 2700톤으로 산정하여 조작된데이터를 제공한 것은 국민을 기만하는 행위임
☞ 감사원보고에 따르면 한탄강댐의 경제성을 강조하기 위해 댐건설 대안으로 제시됐던 둑 건설사업비를 적정치의 3배나 초과신청하였음
☞ 한탄강댐사업이 감사원의 백지화 권고가 나왔음에도 건교부에서 미온적으로 대응하는 것은 문제가 있음
