30일 오후 군청대회의실에서 열린 한탄강댐 관련 군민 자유 대토론회에 참석한 주민들은 “타협없는 댐백지화 투쟁을 벌이는 한탄강댐반대군투쟁위(투쟁위)측과 정부와 대화하자는 군번영회측이 모두 지역을 위해 큰 일을 하고 있다”며 “이들 단체들이 한결같이 군익(郡益)을 위해 일하는 만큼 군민들이 힘을 보태주자”는데 인식을 같이 했다.
이날 토론회는 철원행정개혁시민연합(행개련)이 현재 당면한 한탄강댐 문제에 대해 군민들의 허심탄회한 의견을 듣기 위해 마련한 것으로 각급 사회단체장 및 주민 등 80여명이 참석해 `한탄강의 앞날을 진단한다'를 주제로 열띤 토론을 벌였다.
김춘만 전 의용소방대군연합회장은 “한탄강댐 문제에 대한 공식단체인 투쟁위가 참여하지 않은 토론회는 의미가 없다”고 이의를 제기했으며 한종문 JCI철원회장은 “철원주민들이 8년간 한탄강댐백지화투쟁을 벌여온 만큼 군민의 노력이 허사가 되지 않도록 사법부 판결을 기다려야 한다”고 했다.
이수환 전 군수는 “군번영회가 건교부에 적시한 지역숙원사업 10가지 상당수가 너무 미약하다”며 그 사유를 조목조목 지적하며 “현군수에게 선택의 폭을 넓혀 줄 수 있도록 역량을 모아야 한다”고 강조했다.
이날 토론회는 투쟁위측이 시기상조 등 여러사정을 들어 불참해 반쪽행사로 그쳤으나 참석자들이 민감한 사안을 가감없이 거론해 나름대로 의미있는 행사가 됐다는 평가가 주를 이뤘다. 철원=이정국기자
