한탄강댐 사업은 수익을 위한 민간사업이 아니라 경제성보다는 지역 주민의 생존권(생명과 재산)을 보호하기 위한 공익성이 중시되고 사회 안전도를 제고하여 주민의 안전한 생활보장 역할을 하기위한 국가의 기본 책무를 수행하는 것이 근본임에도 불구하고 수자원 공사는 관행적이며 일방적인 사업 추진을 위해 지역정서와 주민의 간절한 소망을 무시하고 상식이하의 댐건설 착공에만 고삐 풀린 망아지처럼 달려가고 있다.
한탄강댐 건설 사업은 지난 7년에 걸친 시행기관의 무리한 졸속사업 추진과 갈등으로 인하여 수몰예정지 주민이 받아온 정신적 경제적 고통에 대해서 함구한 체 시행기관인 수자원 공사는 사업 조기착공만을 위해 주민의 의사에 반하는 극단적인 방법으로 일부 주민을 선동하여 공사부지 확보에만 심혈을 기울이는 이기적인 행보를 하고 있다.

통상적인 경우 댐건설사업은 기본계획 고시 이후에 입찰공고가 되지만 한탄강댐은 기본계획이 고시되기 이전인 2002년 4월 입찰공고가 되었고 ,11월 대림산업이 실시적격자로 결정됨
이에 대해 수자원공사는 기본계획 고시 후 입찰공고를 할 경우 사업의 조기착수가 어려워 조속한 사업추진을 위해 전체 경영전략회의를 통해 기본계획고시 협의와 병행하여 설계 착수가 가능하도록 했다고 하고 있음
결국 기본계획 고시 이전에 입찰공고를 하는 과정에서 정부와의 협의가 제대로 되지 않았음에도 불구하고 수자원공사가 무리하게 한탄강댐건설을 추진 한 것이라고 국감에서는 지적하고 있다.
수자원공사는 지금 고문리 수몰예정지역에서 국감에서 지적 했던 오류를 재현하려는 듯 2006년 12월11일 고시이전 일부 주민 설명회를 통해 여론몰이용 양도세를 앞세우고 지역주민 일괄보상을 약속했으나 효력은 불과3일만에 두 가지 지급방법으로 보상 하겠다는 말바꾸기 공문을 지역주민에게 긴급히 발송하는 민첩성을 보였다?
주요골자는 모든 보상에 필요한 절차(실태조사, 감정평가)를 이달 29일 까지 완료하겠다는 즉 고시 후 일주일 만에 모든 보상을 마무리하는 대한민국 국책사업 중 유례를 찾기 힘든 속전속결 방법으로 수몰주민을 기만하고 우롱하는 비상식적인 행위를 그들은 벌이고 있다.
모든 보상 절차는 올해 안에 종결하고 보상금 수령은 2007년 하반기에 지급예정이라는 보상안내문 결국 외상으로 사업은 조기진행하고 대외적으로 댐사업 잘못된 부분을 지적하며 반대하는 주체들의 의지를 잠재우고 무력화시키기 위한 댐공사 조기 착공에만 전력투구하겠다는 일방적인 이기주의 집단에 맞서 우리 대책위는 대한민국 헌법에 보장되어있는 소중한 재산권 행복추구권을 지키기 위해 다윗과 골리앗의 격전을 준비하고 권리를 지키기 위한 댐건설 반대와 집단행동도 불사할 방침이다.
