서울의 한 고위 외교소식통은 16일 “지금 노무현(盧武鉉) 대통령과 김정일(金正日) 북한 국방위원장 간의 남북정상회담이 물밑에서 추진되고 있다”고 말했다. 그는 “남북정상회담 시기는 11월 미국 대선 전(前)을 목표로 하고 있으며, 장소는 서울이 아닌 제3의 장소가 될 것”이라고 말했다. 제3의 장소로는 금강산이 유력하게 검토되고 있는 것으로 알려졌다.
지금까지 남북정상회담의 걸림돌은 북한 핵문제였다. 이에 대한 우리 정부의 공식 입장은 ‘북핵문제가 해결돼야 회담을 할 수 있다’는 것과 ‘김정일 위원장 답방이 우선이다’라는 것 두 가지였다. 그러나 이제는 남북정상회담으로 북핵문제의 돌파구를 연다는 쪽으로 입장이 바뀌고 있다는 것이다.
이 소식통은 “남북 정상이 만나 북한 핵 동결에 대한 합의를 이루고 한국을 포함한 관련 당사국이 북한에 대한 대대적인 지원에 나설 수 있다”고 말했다.
이와 관련, 반기문(潘基文) 외교통상부 장관은 16일 녹화된 YTN 인터뷰에서 “현재 남북정상회담을 추진 중인 것은 없다”고 공식 부인하면서도 “남북정상회담이 성사되면 북핵문제 해결에 큰 도움이 되리라 본다. 또 북핵문제 해결에 어떤 가닥이 잡히는 과정에서 남북정상회담이 이뤄질 수도 있다”고 말했다.
이에 앞서 지난 12일 이해찬(李海瓚) 총리는 국회에서 “(남북정상회담) 장소는 부차적인 문제”라며 김정일 위원장 답방과 상관 없이 남북정상회담이 이뤄질 수 있다는 답변을 했다.
이 총리는 “장소 문제 때문에 정상회담이 되지 않는 것은 바람직하지 않으며 문제는 성과를 무엇으로 잡느냐에 있다”고도 했다. 이에 앞서 청와대 김종민(金鍾民) 대변인도 6일 “북핵문제의 완전 해결 전이라도 2차 정상회담을 개최할 수 있다”고 말한 바 있다.
서울의 다른 외교 소식통들은 중국 베이징에서 열린 제3차 북핵 6자회담에서 미국이 북핵 동결 보상안을 제시하는 등 의미 있는 변화가 이뤄진 사실과 우리 정부 관계자들의 이 같은 남북정상회담 발언 사이에 상관관계가 있다는 분석을 내놓고 있다.
또 미국의 라이스 국가안보보좌관, 볼턴 국무부 차관의 잇단 방한과 제주에서 개최되는 한·일 정상회담도 이와 관련 있는 것이 아니냐는 관측도 나오고 있다.
