1. "양주.동두천 주민 집단 반발 확산"

경기 중북부 지역의 남북간 교통망 확충 사업 인 경원선 복선전철화와 평화로(의정부∼양주) 대체 우회도로 건설 사업이 지연되면 서 해당 지역 주민들의 집단 반발이 확산되고 있다.

동두천 주민들이 미군 기지 이전 및 재배치와 맞물려 일찌감치 조기 건설 등을 요구하고 있고 양주시 주민들도 양주를 사랑하는 모임(이하 양사모)을 중심으로 지 난 15일부터 10만명 서명운동을 돌입했다.

특히 이들 지역 주민들이 연대 투쟁 움직임을 구체화하고 있어 반발은 더욱 거 세질 전망이다.

▲경원선 및 우회도로 건설 사업

경원선 복선 전철화사업은 6천454억여원이 투입돼 전철 1호선 종착역인 의정부 북부역에서 양주시를 거쳐 동두천시 동안역까지 23.5㎞를 복선 전철로 건설하는 국 책사업.

한국철도시설공단이 주관하는 이 사업은 지난 1995년 계획돼 당초 2005년말 완 공 목표로 1997년 10월 착공됐으나 예산 지원이 원활하지 않고 통과 지역 자치단체 의 협의 난항 등으로 2006년말 완공으로 수정됐다.

특히 지난달말 현재 공정률이 47%에 불과하고 자치단체의 협의 과정이 남아 있 어 2006년말 완공마저 불투명한 실정이다.

국도 3호선인 평화로 대체 우회도로 건설사업은 서울지방국토관리청이 1천735억 여원을 들여 의정부 자금동∼양주 봉암동 12.6㎞를 왕복 4차선으로 개설하는 것.

이 사업은 의정부∼양주∼동두천을 유일하게 남북으로 직접 연결하는 평화로의 만성 교통체증을 해결하기 위해 추진되고 있다.

그러나 이 우회도로도 당초 2006년 5월 완공 목표로 지난 1999년 6월 착공됐으 나 예산 지원이 제때 이뤄지지 않아 준공 시기가 2007년말로 연기됐다.

▲주민 요구 및 반발

동두천 미군현안대책위는 미군 기지 이전 및 감축에 따른 지역 공동화 현상을 막기 위한 대책 가운데 경원선 전철 2005년말 완공 및 소요산역 노선 연장을 우선 추진 대상에 포함시켜 요구하고 있다.

또 양사모는 다음달 15일까지 10만명 서명운동을 벌여 중앙 정부 각 관련 부처 에 요구사항을 공식 전달할 계획이다.

특히 동두천 및 양주시 주민과 단체들은 이달 들어 연대 투쟁을 위한 협의를 진 행하는 등 사업 지연에 따른 주민 반발이 점차 확산되고 있다.

양사모 김병렬(41) 사무국장은 "아파트 분양률이 절반에 훨씬 못미칠 정도로 지 역 경제가 어려움을 겪고 있는 상황에서 2개 사업에 큰 기대를 걸고 있는데 자꾸만 지연되고 있다"며 '계획대로 준공'을 강력히 요구했다.

주민들은 또 일부 전철 역사 환승주차장 설치 및 일부 구간 고가화와 함께 우회 도로의 경우 교통 체증이 극심한 고읍 인터체인지 입체화 시설을 우선 부분 개통해 줄 것 등도 요구하고 있다.

한국철도시설공단 측은 "사업비가 제때 확보되지 않아 공기가 지연됐다"며 "추 가 사업비 확보가 필수적인 통과 지역 자치단체의 요구사항이 많아 협의 과정에서 어려움을 겪게 되면 2차 공기 지연도 불가피하다"고 말했다.

또 서울지방국토관리청 측도 "사업비가 제때 지원되지 않아 원활한 공사가 이뤄 지지 않고 있다"며 "가능한 한 연기된 준공 기일에 맞출 수 있도록 최선을 다하고 있다"고 말했다.

서울지방국토관리청은 "평화로의 교통체증이 극심한 점을 감안, 공사가 완료되 는 구간부터 우선적으로 부분 개통하는 방안을 적극 검토하고 있다"고 밝혔다.

경기 포천시가 '푸른 포천, 평화로운 포천, 기술 포천'의 세가지 미래 비전을 제시했다.

포천시는 지난 10일 대한국토도시계획학회에 의뢰한 '포천 도시관리계획을 위한 장기발전구상 수립 연구 용역'의 중간보고회를 갖고 이같은 비전을 밝혔다.

푸른 포천을 위해서는 온천 개발과 관리, 고품격 레포츠 육성, 전원휴양단지 조성을 추진하고 평화로운 포천을 위해서는 신도시 및 전철 역세권의 건설을, 기술포천을 위해서는 산학연이 연계한 첨단연구개발 단지를 조성한다는 것이다.

학회는 이날 보고회에서 구체적 전략사업방안을 광역공간구조설정, 인프라, 택지, 산업, 문화관광 등 다섯 분야로 나눠 제시했다.

먼저 광역공간구조설정과 관련해서는 "지하철 7호선을 포천까지 연장하는 안과 수도권 철도를 의정부-포천-철원으로 연장하는 안," 경전철을 양주-가산-포천으로 연결하는 안 등을 제시했다.

주요 도로망 개선방안으로는 서울-동두천간 고속도로, 국도 43호선 대체 우회도로, 양주-포천-양평을 잇는 수도권 제2순환고속도로, 백운계곡-산정호수-베어스타운-광릉수목원을 잇는 관광 연계도로 등의 구축을 제안했다.

택지 개발 지역은 서울-연천간 고속도로 동측 지역, 포천과 소흘을 연계한 서측지역, 기존 시가지와 접한 포천의 동측 지역 등을 대상지로 꼽았다.

산업 분야는 개별 입지 공장의 집단화와 산업단지 조성, 대진테크노파크 구축 등의 구체적 추진안과 예상되는 문제점 및 해결방안을 내놓았다.

관광 활성화를 위해서는 산정호수-일동온천-이동갈비-백운계곡 간 네트워크 구축과 포천 관광이미지 극대화를 위한 통합 브랜드 개발, 가족관광코스 개발 등을 제안했다.

한편 이날 보고회에서는 지역주민들의 설문조사 결과도 발표됐다.

이 결과에 따르면 포천하면 떠오르는 이미지로는 막걸리, 산정호수, 이동갈비, 계곡, 온천 등 순으로 나타났으며, 바라는 포천의 미래상으로는 관광문화도시, 청정환경도시, 평화교류도시, 첨단산업도시 순으로 조사됐다.

또 주민들이 가장 원하는 시책사업은 교통망 확충이 꼽혔으며 통일대비 남북전진기지 건설과 대규모 신도시 건설 등이 뒤를 이었다.

4. ■ 경원선 복선전철=
경원선은 서울에서 철원을 거쳐 원산에 이르는 철도로, 복선전철화가 추진되고 있는 구간은 의정부~주내~동두천~동안의 18.9㎞에 이른다.
내년부터는 현재 의정부역까지 연결돼 있는 지하철 1호선이 동안(동두천)까지 연장운행될 예정이다.

이곳에서는 월드건설이 동두천시 생연동 일대에서 생연 월드메르디앙을 이달 말 분양할 예정이다. 23~39평형 361가구로 동두천역이 걸어서 8분 거리이다.

이처럼 경기도는 대량수송체계인 철도 중심의 대중교통체계를 구축함으로써 교통난 문제를 풀어나간다는 계획이다. 광역철도 10개 노선 가운데 내년이면 중앙선 청량리~덕소 구간이 개통된다. 이어 "지난 95년 착공한 경원선 의정부~동두천 구간이 오는 2005년 완공된다." 이 노선은 순수 경기도 구간으로 경기 북부지역의 교통문제 개선에 크게 기여할 것으로 보인다. 또한 오는 2008년까지 ▲ 경의선 ▲ 수인선 ▲ 분당선 ▲ 경원선 연장 구간이 개통된다.

o 경전철사업 내년 본격 추진

도심과 도심 사이에 레일을 설치해 운행하는 경전철 사업이 내년부터 본격 추진된다. 하남 경전철은 상일~창우동, 의정부 경전철은 회룡~송산동, 용인 경전철은 구갈~에버랜드를 연결한다. 이들 3개 경전철 노선은 내년에 사업자 지정에 들어가 오는 2008년까지 공사를 마무리 할 계획이다.

이와 함께 지하철 7호선 연장 온수~부평 구간이 오는 2009년까지 마무리 된다. 또 지하철 9호선 연장 김포공항~대곡과 지하철 8호선 연장 서울 암사~구리 구간이 2010년과 2013년에 개통된다.

경부선 2복선 수원~천안 구간이 내년 완공된다. 이어 중앙선 덕소~원주와 시흥선 소사~원시 구간이 기본 및 실시설계에 들어간다. 또 내년에 부곡~능곡을 연결하는 부곡·능곡선에 대한 타당성 조사에 들어간다.
