말많고 탈많았던 한탄강댐 계획이 다시 한번 계획임을 확인했다.
2003년 주민과 전문가 그리고 환경부의 지적으로 기본 계획을 스스로 세 번 수정하여 1년에 15일만 물을 가두는 희대의 댐이 되어버렸다.
그후 지속가능위원회에서 기존 댐계획의 백지화 및 축소된 댐 안이 제기됨으로 한차례 백지화되고 지난해 5월 감사원 감사에 의해 조작 과장된 계획이 드러나 원점 재검토로 사실상 백지화 되었다.
이에 따라 정부는 죽어버린 한탄강댐을 되살리기 위해 총리실로 이관하여 임진강유역 홍수대책 특별위원회를 만들고 1년간 이자료 저자료를 짜맞추어 축소된 댐 안을 내놓았다. 한탄강댐 기존 계획은 정부 스스로에 의해 세 번이나 부인되며 백지화되었다.
정부는 그동안 엄청난 예산을 들여 만들어 놓은 기본 계획을 폐기한다면 그 책임을 묻지 않을 수 없다. 관련자를 감사원의 의견대로 처벌해야 하고 대림산업과 턴키방식으로 한 계약도 원인 무효가 되는 것이다.
한탄강댐 건설 수주와 관련하여 수자원공사 사장이 구속되고 100억원대의 비자금이 밝혀지지 않고 있는 기존 계획을 여전히 밝혀져야 할 의혹으로 남겨놓고있다. 지난 7년간 주민들과 환경단체 그리고 양심적인 전문가들의 지적과 고발에 의해 만신창이 괴물이 되어 버린 한탄강댐을 백지화 할 수 밖에 없는 이유가 여기에 있다.
그럼에도 오히려 축소된 댐 안을 가지고 한탄강댐 건설 계획을 재확인하는 옹색한 정부의 논리야 말로 댐을 위한 댐, 공사를 위한 댐 이상도 이하도 아닌 것이다.
국민들은 한탄강댐이 있으면 96년, 99년과 같은 홍수도 막을 수 있다고 막연히 믿고 있다. 왜냐하면 96년, 99년 홍수 때문에 한탄강댐 계획이 발표되었기 때문이다.
그러나 한탄강댐은 계획 홍수량 19800cms 이하에서만 의미있다. 96년 홍수시 임진강 홍수량은 24800cms였다. 정부와 수자원공사는 항상 이 사실을 숨기거나 의도적으로 말하지 않는다. 관련 전문가들도 이 사실은 인정하고 있고 오히려 소규모 댐은 96,99년과 같은 호우에는 재앙의 원인이 될 수 있음을 당시 연천댐 붕괴로 입증한 바 있다. 정부가 이러한 한탄강댐 계획을 버리지 못하는 이유가 비리로 얼룩진 사업이었기 때문이라고 주민들은 알고 있다.
대림산업과 계약 파기시 80억원 이상의 위약금도 물어주어야 하고 그동안 음으로 양으로 들어간 엄청난 본전이 아까울 수도 있다. 그리고 이번에 밀리면 더 이상 댐건설을 할 수 없다는 댐 건설세력의 몸부림과 정부의 알량한 자존심이 맞물려 이번 한탄강댐 계획의 재확인이라는 해프닝이 벌어진 것이다.
수많은 갈등과 국토의 불균형만 초래하고 해마다 수해는 더욱 커지는 것을 철저히 되짚어 보아야 한다.한탄강댐은 더 이상 진행하면 할수록 정부는 망신을 당할 뿐이고 주민들은 부도덕하고 기만적인 국책사업의 주체들에게 등을 돌릴 것이다.
참여정부의 이상한 자존심이 참여정부의 인기를 바닥으로 향하게 한 사실을 이제라도 인식하길 바란다. 지지자들의 가슴에 못을 박고 반대자들은 이익을 챙기면서도 조롱하는 가장 비정치적인 정치가 지금 우리의 정치가 아닐까 싶다.
한탄강댐의 기존 계획은 백지화되었다. 새로운 계획도 분명 백지화 될 것이다. 아무런 효과도 없고 돌이킬 수 없는 환경 파괴와 엄청난 예산을 낭비하는 국책사업이 과연 누구를 위한 것인가 심각히 묻지 않을 수 없다.
이제 댐건설이라는 레드오션(Red Ocean)에서 벗어나 치수산업에서도 블루오션(Blue Ocean)을 생각해야 할 때이다. 사실 댐 건설보다 다른 방식으로 더 많은 매출을 올리면서 아름답게 강을 만드는 컨텐츠를 토목기업들이 개발하는데 기업의 방향을 전환해야 한다.
TV, 라디오로 돈을 벌었다고 계속해서 TV, 라디오만 생산한다면 오늘의 한국의 IT산업이 있었겠는가? 정부도 토목기업의 이윤과 치수산업도 올바로 이끌어가는 능력이 없이 그저 대기업의 로비와 정보에 의존하여 그렇게 되어야 마땅하다.
임진강 치수는 한탄강댐 이외에도 무궁무진한 대안이 있다. 한탄강댐을 버리는 순간 그 대안은 보이기 시작할 것이다.
