[철원] “문산천 제방 더 높여라”

【鐵原】한탄강댐반대공동대책위(이하 공대위)는 서울지방국토관리청이 추진하는 `문산천 합류부 개설사업'과 관련, 하천 제방을 30~55㎝정도 높일 경우 한탄강댐을 건설하지 않아도 된다며 혈세낭비 방지 등을 위해 하천제방을 높여야 한다고 촉구하고 있다.
20일 공대위에 따르면 서울지방국토관리청은 문산천일대의 하천정비 및 홍수피해방지 등을 위해 지난 9월 6억8,000만원을 들여 길이 2.6㎞규모의 제방을 축조하는 내용의 문산천 합류부 개설사업 용역작업을 마쳤다.
그러나 문산천일대의 경우 임진강하류 홍수방지에 결정적 역할을 담당하는데도 불구, 이 사업이 한탄강댐문제와 무관하게 추진돼 예산낭비를 야기할 우려가 높다는 지적이다.
공대위는 문산천 합류지점의 1초당 홍수조절량이 현재 1만6,200톤이지만 제방높이를 50㎝가량 높일 경우 1초당 3,000톤가량의 홍수조절효과를 추가할 수 있다고 주장하고 있다.
공대위는 그 근거로 건교부가 한탄강댐 건설 당위성으로 문산천합류지점의 1초당 홍수조절량이 1만9,800톤이 돼야 임진강 하류일대의 완전한 홍수방지가 가능하다는 점을 들고 있으나 현재 군남조절지(홍수조절량 700톤)건설이 추진중이어서 제방을 높이면 홍수조절이 충분하다고 강조하고 있다.
공대위관계자는 “건교부에서도 문산천의 제방을 50㎝정도 높이면 1초당 홍수조절효과가 3,000톤에 이른다고 밝히고 있다”며 “1초당 홍수조절량 2,700톤인 한탄강댐이 건설되려면 최소한 6~7년의 기간이 소요되는 만큼 예산낭비방지 및 사업의 효율성을 위해 현재 추진하고 있는 문산천 제방을 높여 한탄강댐건설을 백지화하라는 것”이라고 했다.
이에 대해 서울국토관리청관계자는 “문산천 합류부 개설사업은 용역작업을 마쳤지만 시급한 사업이 아니어서 언제 추진될지 현재로선 알 수 없다”고 했다.<李正國기자·jklee@kwnews.co.kr>
