 한탄강댐 내년예산 5억원 반영 내년예산 5억원 반영 한탄강댐 `불씨' 여전

【서울】국회가 심의중인 2006년 정부 예산안 가운데 한탄강댐건설사업비 5억원이 반영돼 있어 새해에도 한탄강댐 문제가 `꺼지지 않은 잔불'로 남을 가능성이 높아졌다.
국회 예산결산특별위원회는 28일부터 계수조정소위원회를 열어 2006년 예산안중 각 항목별 증감 문제를 본격 논의할 예정이다.
이 중에는 건설교통부가 편성한 한탄강댐 건설사업비 5억원이 일부 의원들의 삭감 요구에도 불구하고 원안대로 반영돼 있다.
당초 국회 건설교통위에서는 새해 예산안을 심의하면서 일부 야당 의원들을 중심으로 정부의 입장이 확정돼 있지 않고, 사업타당성을 거치지 않은 사업이라는 문제제기와 함께 삭감이 요구됐으나 예산소위의 조정과정에서 정부안대로 반영돼 삭감이 받아들여지지 않았다.
국회사무처 전문위원은 건교위 예산안 검토보고를 통해 “국무조정실에서 추진중인 임진강유역홍수대책특별위원회 결정에 따른 후속업무와 관련해 부대비용으로 지난해보다 2억4,000만원이 줄어든 5억원이 계상돼 있다”고 지적했다.
국회관계자는 이에 대해 “건설교통부가 한탄강댐사업을 국책사업에서 배제하지 않고 새해 예산안에 적은 금액이라도 예산을 반영, 사업을 유지하려는 것으로 밖에 볼 수 없다”고 지적했다.
국회 건설교통위 허 천(춘천)의원측은 “한탄강댐 사업에 대한 정부의 입장이 확정되지 않아 일단 사업 유지를 위한 예산이 반영된 것으로 보이며, 향후 건교위 차원에서 지속적으로 관심을 갖고 정부측 대응 움직임을 점검해 나갈 방침”이라고 전했다. <宋周炫기자·jhsong@kwnews.co.kr>
