 "수자원 지역 특별법 제정하라" "수자원 지역 특별법 제정하라"
철원 한탄강댐 투쟁위 수몰민 안정책 필요… 배경 관심
한탄강댐건설반대 철원군투쟁위원회가 수자원 지역의 사회·경제적 안정을 위해 '수자원지역대책특별법'제정을 요구하고 나서 그 배경에 관심이 쏠리고 있다.
투쟁위측은 28일 "국가 토목의 희생자인 수몰민 가족과 댐 주변 지역 사람들에 대한 관심과 국회의 입법을 희망한다"고 밝혔다.
투쟁위는 국민 재산을 낭비하는 한탄강 댐 백지화를 촉구하며 국회는 수몰민 가족의 생활 재건 및 댐, 발전소, 상수원관리지역 등 수자원 지역의 사회·경제적 안정을 위해 '수자원지역대책특별법'을 제정하라고 강력 요구했다.
또 "일본에서도 지난 73년 10월 '수원지역대책특별조치법'이라는 특별법을 만들어 댐 건설로 생활 기초조건이 현저하게 변화한 수몰민과 주변지역 주민, 그리고 해당 지역에 대해 생활환경과 산업기반을 정비해 주는 등 댐 건설의 악영향을 완화시키기 위한 생활재건대책 등의 조치를 실시하고 있다"며 국회의원들은 대승적이고 장기적인 안목으로 법 제정에 적극 동참해야 할 것이라고 강조했다.
이와 함께 '홍수조절을 위해 저류지 제방 등은 치수기능에 한계가 있을 뿐더러 경제성도 낮은 만큼 댐 이외에 대안이 없다'고 발언한 것으로 알려진 곽결호 수자원공사 사장의 사퇴를 촉구했다.
투쟁위 관계자는 "곽 사장은 환경부 환경정책국장 및 환경부장관을 지낸 환경전문가로서 어떻게 홍수조절을 위한 대안이 댐 이외는 없다고 생각하는지, 그렇다면 홍수방어를 위해 제방축조 및 하천관리를 담당하는 건교부 산하 지방국토관리청이 한 일 들은 모두 쓸데없는 예산 낭비였다는 것인지 묻지 않을 수 없다"고 덧붙였다.
