 "수해방지책 임진강 본류서 찾아야"
도의원 15명 '한탄강댐 백지화' 촉구 성명
‘한탄강댐 건설 반대’를 주장하며 도의회에서 9일째 단식농성을 벌이고 있는 구인호 도의원(철
원)을 비롯한 도의원 15명이 22일 도의회 대회의실에 마련된 단식농성장에서 기자회견을 가졌다.
이들은 이날 "건설교통부가 한탄강댐 건설계획을 백지화할 때까지 끝까지 투쟁할 것”이라며 의
지를 다졌다.
도의원 대표로 한탄강댐 백지화를 촉구하는 성명서를 발표한 김원기 운영위원장은 “한탄강댐
건설이 임진강 유역의 홍수예방이라면 본류에서 해결책을 찾아야지 지류에 불과한 한탄강에서 해
법을 찾으려는 발상자체가 졸렬하기 그지없다”면서“이는 국책사업의 대표적 허구사례인 ‘경인운
하의 복사판’이 될 것”이라고 주장했다.
의원들은 또 김진선 지사에게 건설교통부장관과의 담판을 요청했다.
의원들은 “경기 북부지역의 수해방지대책은 한탄강댐 건설이 아닌 임진강 본류에서 찾아야 한
다"면서 김지사가 직접나서 담판을 지어야 한다고 강조했다.
국회에 대해서는 건설교통부가 요구한 2004년도 한탄강댐 건설관련 예산 200억원의 전액삭감
을 요청했다. 경기도에 대해서도 “한탄강댐 건설문제를 지역적인 문제로 치부하지 말고 연중 15
일 정도 홍수조절을 위해 용수공급 기능마저 없는 한탄강댐 건설이 꼭 필요한 것인지 진지하게 고
민해봐야 한다”며 “그동안 지지부진한 임진강 수계의 공동 개발과 이용방안에 대한 남북간 협상
을 지금부터라도 주도해 나가야 한다”고 주장했다.
지난 14일부터 단식농성을 벌이고 있는 구 의원은 “부처 이기주의에 붙잡혀 있는 건설교통부와
수자원공사 등이 가시적인 조치를 내놓을때까지 투쟁할 것”이라고 밝혔다.
한편 국회 예결위소속 김용학 의원과 한나라당 미래연대 소속 의원들은 내년 예산심의 과정에
서 한탄강댐 건설과 관련된 예산은 전액 삭감하겠다는 의지를 밝힌 것으로 알려졌다. 진종인 w
