 한탄강댐 대책위 "백지화와 재신임 연계할 것"

| 시민환경단체가 한탄강댐 백지화 운동에 동참하며, 한탄강 댐을 백지화하지 않을 경우 이후 국민투표에서 대통령을 불신임하겠다고 밝혔다. 지난달 환경부가 환경영향평가에 협의하면서 댐 건설이 계획 고시만을 남겨놓고 있어 환경단체들이 강경 대응에 나선 것이다.
환경운동연합, 녹색연합, 녹색미래, 지리산생명연대 등 환경단체들은 17일 오전 11시 서울 안국동 느티나무 까페에서 기자회견을 열고 한탄강댐 백지화를 요구했다. '한탄강댐 반대 3개군(연천, 철원, 포천) 공동 대책위원회' 등 해당 지역 주민대표들도 기자회견에 참석했다.
이날 회견에서 가장 눈길을 끈 것은 재신임과 연계한 백지화 요구. 사업 백지화와 처벌 요구에 합당한 응답이 없을 경우 대통령 불신임운동을 전개한다는 것이다. 그러나 운동의 구체적인 방식은 정해지지 않았다.
회견 참석자들은 "불신임 근거로 한탄강댐 정책을 드는 것은 좀 무리한 것 아니냐"는 기자의 질문에 대해 "지역주민 정서로는 이만큼 절실한 문제가 없다. 이 문제에 관심을 가져달라는 분노의 표시"라며 "이 문제가 재신임 정국에 중요 요인이 되지 않고, 노 대통령이 원칙에 따라 해결하길 바란다"고 답했다.
1년에 350일 수문개방하는 유례없는 댐
"노무현 후보 찍으면 댐 백지화된다더니"
한탄강댐이 문제로 떠오른 것은 이미 햇수로 4년째. 2000년 9월 수자원공사를 방문해 한탄강댐 건설계획을 확인한 지역주민들은 이후 공동대책위원회를 만들고 궐기대회, 집단 삭발 및 단식, 이장직 사퇴, 선상시위를 벌여왔다. 현재도 31일째 농성장을 운영하며 도의원 무기한 단식을 진행하는 중이다.
이들은 "건설교통부 담당자들은 공사 길이 등 댐 정책의 문제점을 지적하면, 문제가 된 부분만 고친 뒤 허위보고를 해왔다"고 주장했다. 한탄강댐은 처음부터 만들 이유가 없었다는 것이다.
임진강의 홍수를 막기 위한 댐이지만, 임진강 수해원인 연구보다 댐 기본설계 용역이 6개월 먼저 끝났고, 실제로 한탄강댐은 임진강에 미치는 영향도 15% 내외로 미미하다는 것이 지역주민들의 주장이다.
현재 한탄강댐은 환경부와의 환경영향평가 협의과정을 거친 상태다. 그러나 협의 내용에 따르면 한탄강댐에서 댐으로서의 기본 요건을 충족시키지 못한다. 1년에 15일 이상 물을 가둬서는 안 되기 때문이다. 게다가 하천생태계 보호를 위해 댐 하부에 수문을 설치하고 상하류 낙차를 방지한다.
최형지 강원도 의원은 "그동안 수차례 건교부에 대화와 토론을 제시했지만, 공개토론회를 거부해왔다, 주민들은 소모적 논쟁으로 에너지를 낭비하고 있다"고 호소했다.
노무현 대통령에 대해서도 강한 배신감도 나타냈다. 이철우 한탄강 네트워크 사무처장은 "노 대통령은 유일하게 댐 백지화를 검토하겠다는 대선후보였다. 냉전으로 보수수구적인 이 지역에서 노 대통령이 5.5% 우세한 것은 한탄강 약속의 영향이 중요했다"고 말했다. 주민들 사이에서 "노무현 찍으면 댐이 백지화된다더라"라는 말이 돌았다는 것이다.
환경단체와 지역 대책위는 이날 오후 4시 건교부 장관을 면담했으며, 이후 한탄강댐 계획 추진에 연루된 의원 등에 대한 낙선운동을 전개한다는 계획이다.
건교부에게 11월 5일까지 공개토론회를 요구하고, 정부에도 사태 해결을 위해 민관 공동위원회를 요구한다. 이외에도 한탄강댐 예산 전액삭감 촉구 대 국회 홍보활동, 한탄강댐 백지화 촉구 1인시위 등을 벌여나갈 예정이다.
