"한탄강댐 강행시 불신임·낙선운동 전개
환경연합,한탄강네크워크 등 52개 시민사회단체로 구성된 '댐반대 국민행동'은 "정부가 한탄강댐
건설계획을 강행할 경우 대통령 불신임 운동을 전개하겠다고 밝혔다.
한탄강댐건설 반대가 전국적으로 확산되고 있는가운데 17일
11시 느티나무 까페에서 한탄강댐 반대 3개군(연천, 철원, 포천) 대책위와 시민환경단체 대표들
은 기자회견을 열고, 한탄강댐 계획의 부실함과 추진과정의 문제점이 밝혀진 한탄강댐 계획의 즉
각 백지화를 촉구했다.
기자회견장에는 환경단체를 대표해 녹색연합 김제남처장, 녹색미래 이정수총장, 지리산생명연대
임효정처장, 댐반대국민행동 염형철국장 등이 참석하고, 주민을 대표해 철원군의장 장진혁(3개
군 대책위 위원장), 이병욱 포천군의원(포천군 대책위원장), 홍원기 연천군대책위원장, 강원도 최
형지의원, 한탄강네트워크 이철우처장 등이 참석했다.
지역주민들 중심으로 진행되어 왔던 한탄강댐 백지화 운동을 전국으로 확산시키기 위해 범국민
투쟁기구를 발족시키고, 한탄강댐 계획에 대한 제고가 없을 경우 대통령 재신임 투표 시 불신임
운동과 연계하는 등 총력투쟁에 나설 방침이라고 밝혔다.
'댐반대 국민행동'과 '한탄강댐 반대 3개군(철원,연천,포천) 공동 대책위(장진혁 철원군 의장)는
한탄강댐 계획이 96년과 99년의 임진강 유역 홍수에 대한 대책으로 발표되었으나, 한탄강댐 홍수
조절효과가 미미하고 경제성이 없는데도 건교부와 수자원공사가 이를 심각하게 조작하고, 댐 건
설 외의 치수대책으로 검토되었던 하천제방의 정비, 농경지 저류, 분수로 설치의 효과를 왜곡하
는 등 사업 추진에 결정적인 문제점들이 확인됐다고 주장했다.
특히 환경부의 환경영향평가 협의 내용은 '댐 운영 시 350일 이상 수문을 개방'하고, '댐상류의 평
상시 유입량 전량을 통수'하며, '4개의 배사구를 댐체 하구에 설치'하고, '유수소통과 생태계 연속
성 확보를 위해, 댐 본체와 하상간에 단차가 발생하지 않도록 설계'하며, '지역주민 등이 홍수조절
효과, 철원지역 침수 위험, 지질적 특성에 따른 구조불안정, 경제성 부재 등을 지적하고 있는 바
이들 주장을 재검토'하고, '지자체를 납득시키고 협조를 얻어 댐 건설 계획을 고시'하도록 하는
등 현실불가능한 조건을 부여함으로써, 사실상 사업의 부동의 표시를 한 것이라고 주장하였다.
이들은 한탄강댐은 각종 문서의 왜곡, 변조를 통해 사업의 타당성과 행정절차를 마련한 부도덕의
표상이며, 막대한 사회적 비용과 갈등을 유발시킨 무모한 사업으로, 참여정부의 정신과 부합하지
않으므로, 하루 빨리 정부가 결단을 내릴 것을 촉구했다.
최종찬건교부장관은 “건교부와 주민들이 서로 상반된 주장을 계속하고 있고 주민들이 국민감사청
구를 요청한 만큼 이 문제를 감사원에 맡기겠다”고 밝혔다.
이에대해 댐반대 대책위는“객관적이고 공정한 판단을 위해 감사원 주관으로 전문가 등이 참여한
공개토론회도 갖자”고 제안해 한탄강댐 백지화 문제가 감사원으로 넘어가게 됐다
