 한탄강댐 예정지 지진 안전 논란 한탄강댐 예정지 지진 안전 논란
철원 투쟁위 "불안" 지적에 수공 "문제 없다"반박
속보=한국수자원공사 임진강건설단이 '한탄강댐 예정지 지진에 취약하다'는 한탄강댐건설반대 철원군투쟁위원회의 주장(본지 지난 24일자 18면 보도)에 대해 사실이 아니라고 반박하고 나서 논란이 가열되고 있다.
임진강건설단측은 26일 해명서에서 "2002년 3월 한탄강댐 기본계획 수립시 댐건설 지역에 대해 세부지반 조사를 실시했으며, 기초지질 강도시험결과 댐 기초로 강도가 충분해 댐의 안정성 확보에는 아무런 문제가 없는 것으로 조사됐다"고 주장했다.
또 "댐 담수로 인한 지진유발 가능성은 없으며, 과거 충주댐 소양강댐 등 대규모 댐의 담수 때에도 지진유발 사례가 없을 뿐 아니라 한탄강댐은 내진 특등급댐(1000년 재현주기의 지진)으로 설계돼 있어 지진에 안전하다"고 덧붙였다.
한편 한탄강댐건설반대 철원군투쟁위원회는 지난 23일 성명서를 통해 "한탄강 댐 건설 예정지인 경기도 연천군 고문리 일대는 가장 불안정한 층위인 '미고결층'이 발달해 있으며 활성화 단층이 존재해 지질학적으로 안전성이 보장되지 않는다"며 댐건설 백지화를 촉구했다.
특히 "2002년 12월 10일에는 철원군 북쪽 60㎞ 지점에서 규모 3.8의 지진, 2005년 3월 23일 철원군청에서 북쪽 12㎞ 지점 2.5의 지진이 발생했다는 점을 생각해 보면 한탄강 댐은 지진 안전지대가 아니다"라고 강조했다. 철원/김용식
