 (사설)다시 한번 강원도의 댐을 생각한다 다시 한번 강원도의 댐을 생각한다
춘천 의암댐의 물이 수문 위로 넘쳐흘렀다는 소식에 사람들이 귀를 의심했다. 수문도 아니고 실제로 월류했다고 하니, '심각한 위험'이라고 느낀 사람이 한둘이 아닐 것이다. '이러다가 댐이 무너지는 것이 아닌가.' 하고 순간 당혹감에 빠지기도 했을 것이다. 도대체 수문이 있는데 어찌하여 물이 흘러넘쳤는지, 그러기까지 의암수력발전소는 무엇을 하고 있었는지 묻지 않을 수 없다.
놀라게 되는 것은 이뿐만이 아니다. "만수위까지 1㎝ 정도 여유가 있었는데, 바람이 물결을 일으켜 넘쳐흐르게 됐다."는 한강수력발전처의 주장은 마치 코미디의 한 대목 같다. 의암수력발전소 관계자는 월류를 인정했지만, "안전에는 아무 이상이 없다."고 말했다. 물론 안전에 이상이 없어야지, 정말 큰일 날 일이 아니었나.
이런 일을 보면서 강원도 댐의 문제를 다시 깊이 생각해 보지 않을 수 없다. 최근 정부가 한탄강댐을 건설하겠다고 발표했다. 지난 7 년간 주민들이 그토록 반대했건만, 관련 자료를 왜곡하면서까지 정부의 의지는 요지부동이다. 주민의 소리는 그야말로 소귀에 경 읽기요, 마이동풍 같다. 댐에 관한 강원도 사람들의 이런 불만에다가 더욱 심해지는 자연의 저항으로 시시각각 불안감이 엄습하여 감내하기가 쉽지 않다.
예컨대 늘 떠올리게 되는 붕괴 위험 의식, 토사의 다량 유입으로 인한 흙탕물, 관리처의 관리 소홀도 그렇고, 677㎜의 폭우가 내리붓는데 배수시설은 엉망이며, 그리하여 주민 수천 명이 대피하고…. 도내 댐 주변에서 이런 일들이 연례행사처럼 반복되고 있다. 댐으로 얻는 이익은커녕 댐 때문에 고통이 늘어난다. 이런 정황이라 의암댐 월류 사건을 도민들이 어찌 중대하게 보지 않을 수 있는가.
보수공사 지연 속에서 의암수력발전소의 안이한 대처가 문제를 일으킨 것으로 보이는데, 과연 그러한지 따져봐야 한다. 수량 조절지 역할을 해야 할 댐에서 오히려 월류했다는 사실은 아무리 양보해도 이해할 수 없다. 물이 넘쳐흐를 것을 눈으로 식별할 수 있었음에도 수문을 열지 못했다면, 전력 공급에 이상이 있었던가. 한강수력원자력㈜의 관리 실조 등도 문제 삼아야 하고, 축소 은폐 정황도 살펴야 마땅하다.
한수원 본사의 감사로만 그칠 일이 아니다. 댐의 사회적 안전망 문제를 도마 위에 올려놓고 보다 적극적 구체적으로 거론해 보자는 것이다. 내구력이 취약한 댐이 한두 군데가 아닌 것이 강원도 댐이 처한 현실이라, 언제까지 '머리맡 물폭탄'의 공포와 위기감을 견뎌야 하는지 묻는다. 거듭 강조하건대, 강원도의 댐을 전면적으로 다시 생각해 보자.
