 [사설]한탄강댐 건설 강행을 반대한다 [사설]한탄강댐 건설 강행을 반대한다

건교부는 한탄강 주변 지역 주민들의 반대에도 불구하고 홍수조절용 한탄강댐 건설 기본계획을 20일자 관보에 고시했다. 지난 8월 임진강유역 홍수대책특별위원회가 댐 건설을 확정한 이후 4개월 만에 사업 착수 의사를 밝힌 것이다. 그동안 백지화를 촉구하며 반대 운동을 벌여 온 지역 주민들의 의사는 완전히 무시당하고 말았다. 한탄강댐반대 철원·포천·연천 공동투쟁위원회가 즉각 반박 성명을 발표하며 반발하고 나선 것은 당연하다.
건교부는 한탄강댐 건설을 추진해 온 지난 6년간 많은 우를 범했다. 환경영향평가협의 시 주변 3개 지자체의 동의를 받지 않았다. 시공업체 선정도 편법 행위였음이 밝혀졌다. 공사만을 목적으로 조작된 수치를 발표하는 등 절차상 많은 오류가 나타났다. 추진 과정 자체가 의혹투성이여서 댐의 안전성은 물론 주변 지역 환경과 생태계에 미칠 파장을 우려하지 않을 수 없다.
한탄강댐은 1조1,000여억원의 사업비가 들어가며 연간 15일만 운영하는 순수 홍수조절용댐이라고 한다. 이 때문에 340만평의 농지가 없어지고 200여 가구가 삶의 터전을 잃게 된다. 효율성과 경제성에 분명 문제가 있다. 댐 건설 후 상수원댐으로 전환하려는 의도가 숨어 있다는 철원 지역 주민들의 주장에 일리가 있다. 신도시 개발지역으로 확정된 파주시의 상수원을 확보하려 한다는 것이다. 이렇게 되면 철원 일대는 상수원보호구역으로 묶이고 만다.
그동안 정부와 여당 고위 인사들이 한탄강댐 건설 계획의 백지화나 재검토를 공언했으나 모두 거짓말이 되고 있다. 만약 건교부와 수자원공사의 특성상 생존권을 위한 강행이라면 그것은 무서운 음모다. 홍수 조절 효과가 의심되는 한탄강댐 건설 계획은 전면 백지화돼야 옳다.
