도내 7개 시·군이 특별재난지역으로 선포됐다. 그러나 올 초에 개정된 `재난 및 안전관리 기본법'은 형평성을 이유로 `특별'한 혜택을 크게 줄였다. 일반지원금만 지급하고 특별위로금 복구단가 상향 조정 및 자부담분 추가 지원 규정을 없앴다. 이 때문에 사실상 일반 수해지역과 같은 수준의 지원이 이루어진다. 결국 엄청난 피해를 입은 도내 농가와 축산·양식업자들의 사유 재산에 대한 현실적인 지원은 기대하기 어려울 전망이다.
우리는 특별재난지역에 대해서는 말 그대로 특별한 지원이 따라야 한다고 본다. 그렇지 않으면 특별재난지역 선포의 의미가 없다. 일반재해지역과 똑같은 잣대를 적용한다면 정부 차원에서 특별재난지역으로 선포할 이유가 없다. 수재민들의 재기 의욕을 북돋우고 하루속히 복구를 마무리하기 위해서도 사유 재산에 대한 정부의 특별한 지원이 이루어져야 한다.
같은 피해를 입었는데도 특별이냐 일반재해지역이냐에 따라 지원 규모에 차등을 둔 것은 형평성에 어긋난다는 이유는 충분히 이해할 수 있다. 하지만 거꾸로 보면 특별재난지역 지원을 일반 재해 수준으로 완화한 것 자체가 형평성에 어긋난다는 지적도 있다. 이번 도내 수해는 실로 엄청나다. 엊그제 수해 현장을 돌아본 노무현 대통령이 “피해 규모가 생각보다 너무 크다”고 말할 정도이다. 우리는 노대통령이 “정부 차원에서 전폭적으로 지원하겠다”고 약속한 말을 굳게 믿는다.
