존경하는 국민 여러분, 그리고 사랑하는 민주노동당 당원 여러분!
저는 오늘 제17대 대통령선거 예비후보로 등록했습니다.
지난 3년여 간 민주노동당 국회의원 노회찬이라는 직함이 주는 무게도 만만치 않았습니다. 그런데 이제 제17대 대통령선거 예비후보 노회찬으로 이 자리에 서니 역사와 국민에 대한 막중한 책임감으로 저의 어깨는 더욱 무겁습니다. 그 막중한 책임, 감당하겠습니다. 감당할 자신 있습니다. 평등과 통일, 해방 세상을 건설하기 위해 피와 땀으로 노력해온 수 많은 선배와 동지들, 그리고 민주노동당에 희망을 걸고 있는 대한민국의 노동자와 서민이 있기에 저는 대한민국 최초의 진보정당 출신 대통령이 되겠노라는 결의와 포부를 다시 한 번 당당하게 밝힙니다.
국민 여러분, 그리고 당원 동지 여러분!
대한민국의 서민들에게 2007년 대통령선거는 어떤 의미를 지니고 있습니까? 저는 2007년 대선을 사회양극화 조장 세력과 사회양극화 해소 세력 간의 일대 결전, 야만의 나라를 지속할 것인가, 인간의 나라로 나아갈 것인가의 갈림길이라고 규정합니다.
87년 6월 항쟁과 7,8,9 노동자 대투쟁 이후 20년, 우리 사회는 참 많이 변했습니다. 시민사회도 나름 자리를 잡아가고 있으며 수출도 늘고 국민소득도 늘었습니다. 그러나 서민들의 삶은 어떻습니까? 비정규직 양산과 농촌 경제의 파탄, 중소기업 도산과 영세 자영업자들의 폐업이 줄을 잇고 있는 것 또한 엄연한 현실입니다. 누가 우리 국민들을 이토록 살기 힘들게 만들었습니까? 약육강식의 경쟁 논리만이 유일한 사회적 가치와 기준이라고 믿는 세력, 바로 한나라당과 구여권 정치세력 그리고 이들과 함께 화려한 날들을 누려온 수구기득권 세력, 야만의 정치세력들입니다.
따라서 이번 대선은 사회양극화 조장 세력이 만든 약육강식과 대결의 논리만이 횡행하는 야만의 나라를 지속시킬 것인가, 아니면 사회양극화를 해소하고 연대와 평화, 인간과 복지의 가치가 충만한 인간의 나라를 만들 것인가를 선택하는 역사적인 선택의 장이 될 것입니다.
더 이상 노무현 대통령과 구여권에게 노동자와 서민들은 희망을 걸고 있지 않습니다. 노무현 대통령은 스스로 ‘구시대의 막내’라고 실토했습니다. 구시대의 막차를 타고서야 어찌 새 시대로 나아갈 수 있겠습니까? 구시대의 종점을 제3지대라고 간판을 고쳐단다고 해서 떠나간 막차가 다시 오지는 않습니다. 새 시대를 여는 첫 차의 좌석에 구 여권의 자리는 없습니다. 구 여권은 사회양극화와 민생 파탄에 대한 책임을 지고 이번 대통령 선거에서 후보를 내지 않는 것이 국민에 대한 최소한의 예의입니다. 부질없는 기다림, 무책임한 권력 다툼은 이제 그만 접어야 합니다. 역사와 국민은 냉엄합니다.
사랑하는 당원 여러분, 존경하는 국민 여러분!
민주노동당에게 2007년 대선은 당이 정체할 것인가, 도약할 것이냐의 갈림길, 대한민국 역사가 진보할 것인가 퇴보할 것인가의 갈림길입니다.
저는 지금도 2004년 4월 15일 저녁을 생각하면 가슴이 벅차오릅니다. 97년 국민승리21, 2000년 창당, 그리고 창당의 감격이 식기도 전에 닥친 원내진출 실패와 정당해산, 2002년 지방선거와 대선을 거쳐 2004년 총선에서 우리는 첫 번째 도약을 이뤄냈습니다. 당원들의 열정과 헌신이 만들어낸 한 편의 드라마였습니다.
그러나 지금 민주노동당은 노동자 서민의 희망이 되고 있습니까? 한 때 20%에 이르던 정당 지지율은 반 토막, 세 토막이 났고, 국민들은 민주노동당을 그저 대한민국에 존재하는 여러 정당 중의 하나로 보고 있습니다. 민주노동당은 정체하고 있습니다. 민주노동당이 지금의 정체를 극복하는 지름길은 다른 곳에 있지 않습니다. 서민들의 삶의 위기를 극복하고 한나라당의 대한민국 일당독점을 막아 인간의 나라를 건설해야 한다는 막중한 책임감을 자각하고 다시 한 번 당원들의 열정과 헌신으로 민주노동당은 더 낮은 곳으로 내려가야 합니다.
이 과제를 제대로 수행하지 못한다면 민주노동당은 정체를 벗어나지 못할 것입니다. 진보정당에게 정체는 곧 후퇴를 의미합니다. 그리고 민주노동당의 정체와 후퇴는 곧 사회양극화의 심화이며 민주노동당에 희망을 걸고 있는 서민들의 좌절이고 대한민국 역사의 후퇴입니다. 그러하기에 민주노동당 대통령 후보가 되어 대한민국 최초의 진보정당 출신 대통령이 되고자 하는 저의 각오는 남다를 수밖에 없습니다.
저 노회찬이 민주노동당의 대통령 후보가 되어 가장 감동적으로 민주노동당의 정책과 비젼을 국민들에게 전하겠습니다. 희망과 감동의 정치를 통해 대통령 선거에서 3강 구도를 만들어 내는 돌풍을 일으키고, 이어지는 2008년 국회의원 총선거를 한나라당 대 민주노동당의 양 강 구도로 돌파하여 민주노동당의 제2도약을 이끌겠습니다. 대한민국 진보의 기관차가 되겠습니다. 누가 한나라당 후보와 맞서 대통령 선거에서 돌풍을 일으키고 민주노동당의 제2도약을 이끌어 대한민국을 흔들림 없는 진보의 궤도로 진입시킬 수 있을 지, 당원 여러분, 국민 여러분 꼼꼼히 따져봐 주십시오.
존경하는 국민 여러분, 저는 제 17대 대통령 선거의 예비 후보자로서 국민들 앞에서 다른 예비후보들에게 제안을 하나 하겠습니다.
한나라당 유력대선주자들은 이미 엄청난 돈을 대선자금을 쓰고 있습니다. 하지만 선관위에 선거비용으로 신고하고 있는지조차 의심스럽습니다. 사실 차떼기로 대선 자금을 조달한 정당의 대선 자금 규모는 물론이고 대통령직을 걸고 밝히겠다던 노무현 대통령의 지난 대선 자금의 규모와 조달 방식, 지출 경로 등의 실체가 제대로 드러났다고 생각하는 국민은 없습니다. 이런 구태, 이번 대선에서는 끝을 내야 합니다.
그래서 제안 합니다. 모든 대선 예비후보들은 국민들 앞에서 ①불법대선자금 받지도 쓰지도 않겠다 ② 만약 불법대선자금을 받거나 쓸 경우 후보를 사퇴하겠다 ③ 예비후보자 활동 과정부터 선거 자금 사용내역을 인터넷으로 공개하겠다 ④ 대통령선거 예비후보자와 본선 후보자의 후원회를 둘 수 없어 불법 대선 자금을 조장하고 있는 정지자금법 등 선거관련법 개정을 논의할 국회 정치개혁특별위원회를 즉각 구성할 수 있도록 노력하겠다고 서약하자는 것입니다. 누가 대통령이 되던 대선 자금 문제로 대통령과 검찰총장이 낯을 붉히는 일은 없어야 하지 않겠습니까. 모든 예비후보들이 서약에 동참할 것을 다시 한 번 촉구합니다.
