◎ 내달 15일 제네바회의서 통고 방침정부가 내년 7월까지 GATT(관세무역일반협정) 정부조달협정에 가입하면서 쌀 보리 소고기등 군부대에서 소비하는 주부식군납을 포함한 모든 농수축산물군수시장을 열어줄 계획을 확정해 연간 4천2백억원에 달하는 농수축산물의 정부조달시장이 전면개방될 위기에 처해있다.
이는 미국 EC(구공체)등 선진국들이 우리정부가 지난 90년6월 제출한 양허계획안에 대해 정부기관은 물론 정부투자기관,준정부투자기관까지도 모두 포함시킬 것을 계속 요구한데 따른 것이다.
이에따라 우리정부가 우루과이라운드(UR)농산물협상에서 「3%의 최소시장개방 예외품목」을 인정받더라도 정부조달부문에서는 사실상 쌀 보리등 주요식량의 개방이 불가피해지는 위험을 안게 됐다.
또 정부구매사업의 개방대상기관이 축산물유통사업단 한냉등 소고기전문수입기관에까지 확대돼 소고기수입을 현행의 쿼타방식이 아닌 일반경쟁입찰방식으로 변경해야할 것으로 보인다.

25일 농림수산부 상공부등 관계당국에 따르면 정부는 다음달 15일부터 스위스 제네바에서 열리는 정부조달협정회의에서 지난90년 제출한 최초양허계획에서 제외된 국방부를 양허대상기관으로 포함시킬 계획이다.
이에따라 그동안 농수축협을 비롯한 각종 생산자단체와 농림수산부가 정부보유양곡을 군에 독점공급해오던 것을 세계적인 곡물메이저들까지 포함한 일반경쟁방식으로 전환해야 할 것으로 예상된다.
지난해 군납주부식규모는 쌀이 2천3백억원,보리 2백50억원외에 생산자단체가 독점공급해온 각종 과채류 수산물 축산물등이 1천6백42억원등 모두 4천2백억원규모에 이르고 있다.
