향후“임진강 특위”는 한탄강에 어떤 형태의 댐도 건설하지 않겠다는 약속과 함께 중립적인 전문가의 재선임과 공개회의를 보장하라.
우리는 대통령을 보좌하며 행정각부를 통할하는 행정부의 2인자로서 중앙행정기관의 장의 명령이나 처분이 위법 또는 부당하다고 인정할 때에는 대통령의 승인을 얻어 이를 중지 또는 취소하는 신성(神聖)한 권한과 책임을 국무총리가 담당하고 있다는 사실을 알고 있다.
지금, 이해찬 국무총리는 민심을 도탄에 빠뜨리며 국론을 분열시키는 한탄강 댐 건설정책에 철퇴를 가하는 신성한 직무를 과감히 수행하여야 할 때이다. 우선 기본홍수량이 미산정된 상태에서 객관적 근거 없이 산출한 한탄강댐의 홍수조절효과(초당 2,700톤)및 제방과의 경제적․기술적 비교에 의하여 한탄강 댐은 국민적인 신뢰감과 투명성을 상실하였다. 국무총리실은 한탄강 댐 백지화를 선언하는 정부담화문을 즉시 발표하여야 한다.
최근 강원도지역 신문기사와 국무총리의 임진강특위 규정안을 보면, “임진강유역에 대한 종합적이고 항구적인 홍수피해 방지대책을 마련하기 위하여 한탄강 댐 건설 적정성 여부 등을 포함한 여러 가지 대안에 대한 기술적․정책적 판단을 구하기 위하여 국무총리 소속하에 임진강유역 홍수대책 특별위원회를 설치하여 1년간 운영하려고 한다”라고 하였다.
이는 말은 거창하지만 한마디로 한탄강 댐 건설 재추진을 하겠다는 것을 공식적으로 천명한 것에 불과하다.
감사원의 감사결과를 보면, 한탄강 댐 건설을 기정사실로 하고 나머지는 형식적으로 짜맞추는 등 절차의 무시와, 댐 건설예정지인 한탄강 유역의 홍수량은 크게 하고 타 유역은 작게 하여 댐건설로 인한 효과가 크게 나타나는 것처럼 조작했고, 댐을 정당화시키기 위하여 댐과 동일한 효과가 있는 치수방어대책인 제방의 연장을 수차례 거듭 수정(64→536→473→367→272Km)함과 동시에 제방사업비를 부풀렸다.
임진강 유역의 100년 빈도 홍수에 대비하여 2001년 기준으로 댐 사업비는 9,750억원이고, 제방사업비는 3,900억원(연장 160km)으로 2.5배나 국가예산이 더 많이 소요되어 댐 건설이 비경제적임이 밝혀졌다.
상식에도 벗어나고, 경제논리에도 안 맞고 국민적인 큰 저항에 부딪힐 댐건설안을 선택할 것인가 값싸고 안전한 제방안을 택할 것인가를 결정하는 일은 초등학교 학생들도 쉽게 해결할 간단한 문제들이다.
이에 임진강 특위(위원장 ; 국무총리)는 사전에 한탄강에 어떠한 형태의 댐도 건설하지 않겠다는 대국민 약속을 하여야 한다. 그리고 지속가능발전위원장과 건교부장관 및 정부측 인사를 배제한 중립적인 전문가의 재선임과 케이블TV를 통한 공개회의와 임진강유역 홍수대책 관련 백서를 발간하여 국민과 시민환경단체의 엄격한 비판을 받아야 할 것이다.
더 이상 한탄강 댐에 관한 논의는 무의미하며, 임진강특위가 한탄강 댐에 대해 논의하는 것은 국민과 “직접 충돌” 하겠다는 것으로 역사의 대죄인이 될 것이다.
국가와 후손들의 미래를 걱정하며, 국무총리실과 임진강특위에 다음과 같이 요구한다.
♣ 요구사항 ♣
1. 국무총리는 국민적인 신뢰감과 투명성을 상실한 한탄강 댐 건설계획을 즉시 취소하여야 하며, 신뢰와 꾸준한 대화를 통하여 임진강유역 남북한간 공동치수와 경제적이고 안전한 제방축조를 강력히 추진하라
2. 임진강특위는 한탄강에 어떠한 형태의 댐도 건설하지 않을 것임을 국민앞에 선언하라. 또한 한국건설기술연구원 등 정부측인사와 최근 5년간 건교부와 수자원공사의 용역을 수행한 민간전문가를 배제하여야 하며, 시민환경단체의 추천을 받은 중립적인 전문가의 재선임과 공개회의의 보장 및“임진강유역 치수대책”의 성과를 정리한 백서를 발간하여야 한다.
3. 지난 2월 10일 파키스탄의 댐 붕괴로 500여명이 사망한 사태는 “연천댐 붕괴”라는 슬픈 기억을 떠올리게 하고 있으며, 지질구조가 불안전한 현무암 화산지대로 지하동굴이 산재해 있는 한탄강에 댐건설은 불가능하다.
특히 한탄강 댐 예정지였던 경기도 연천군 고문리 지역은 일제시대 연천수리조합에서 저수지 축조 공사를 하다가 지질상 문제로 포기한 지역으로 그 누구도 안전을 보장할 수 없다. 따라서 국무총리실은 한탄강 댐과 관련된 지질조사 보고서를 국민 앞에 즉시 공개하라.
4. 한탄강에 댐이 건설될 경우, 국가안보의 핵심인 동양 최대의 다락터사격장과 국방과학연구소의 일부가 물에 잠기는 심각한 사태가 발생함에도 국방부에서 동의를 한 것은 국기(國基) 문란 행위로 다루어져야 한다. 국무총리실은 국가정보원과 함께 한탄강 댐 건설에 동의를 한 군부에 불온한 세력이 개입되었는지 추상(秋霜)과 같이 조사하여 국민 앞에 발표하라.
5. 임진강특위의 공정성과 투명성을 위하여, 현재 대림산업(주)과 설계와 시공을 함께하는 턴킨방식으로 체결한 한탄강 댐 건설공사 계약을 즉시 해지하여야 하며, 임진강특위 부위원장인 재경부장관 산하의 한탄강댐건설지원팀의 해체를 요구한다.
대의에 기초한 정당한 요구가 수용되지 않을 경우 국민들의 국무총리실에 대한 믿음과 사랑은 퇴색할 것이다. 한탄강 댐 건설계획 철회를 전제로 한 임진강 특위의 운영만이 도덕성과 혁신을 중요시하는 참여정부에 대한 신뢰를 회복하는 유일한 길임을 밝힌다.
