자립농업의 길 II : 지속가능한 농업

요즈음 광우병 공포가 우리나라 뿐 아니라 전세계를 강타하고 있다. 언론은 연일 이 문제를 대서특필하고 있고, 정부는 국민들의 공포감을 무마시키기 위하여 각종 조치들을 발표하고 있다. 초식동물인 소가 동물성 사료(소와 양의 사체)를 먹었기 때문에 발생한 것으로 알려지고 있는 이 광우병에 대하여, 우리는 그 근원을 제대로 파헤칠 필요가 있다. 왜 소가 고기를 먹게 되었을까?
20세기 중반 우리는 녹색혁명(Green Revolution)을 경험하면서 비약적인 농업생산성의 증대와 식량생산량 증대를 통하여 보릿고개라는 말을 사라지게 만들었다. 하지만 그 이면에는 표면에 드러나지 않고 내재해 있던 엄청난 사회경제적, 생태적 문제들이 남아 있었다.
다수확 품종의 개발과 이를 위한 화학농자재, 농기계의 사용을 특징으로 하는 녹색혁명은 전통적인 농업에서 유지되던 경종(논밭농사)과 가축 사육 간의 물질순환 고리(가축에서 나오는 퇴비 사용, 그리고 농사에서 나오는 가축 먹이가 핵심이다)을 파편화하여 비료와 사료, 농약, 그리고 종자를 다국적기업들로부터 구입하도록 강요하였다.
농업과 농민이 거대 다국적 농업자본에 점차 종속되어 갔던 것이다. 그에 따라 농촌공동체는 점점 파편화되고 생계가 어려워진 농민들은 도시로 이주하는 거대한 사회경제적 현상이 전세계적으로 발생하였다. 또한 지역 내 물질순환의 파괴는 환경오염과 식품안전성의 문제로 이어졌다. 엄청난 양의 화학농약과 비료의 사용은 물과 흙을 오염시켰고, 그 위에서 자란 농작물을 오염시키고 있다.
이 농산물을 먹는 도시 소비자들의 건강도 점차 환경호르몬으로 위협받고 있는 것이다. 광우병 사태도 따지고 보면 이와 같은 자연적 순환고리의 파괴에서 원인을 찾을 수 있다. 단기간에 소를 빠르게 키우려고 동물성 사료를 소에게 먹임으로써, 자연계에서는 도저히 있을 수 없는 일이 인위적인 원인에 의해 발생한 것이다.
또 한가지 위협 요인은 WTO 자유무역체제로 대표되는 세계화의 추세이다. 전세계가 자유무역으로 엮이면서 우리나라의 식탁에는 우리 땅에서 재배되는 농축산물이 올라오는 대신, 세계 각국에서 생산되는 농축산물이 그 자리를 차지하고 있다.
WTO는 자기 땅에서 생산된 산물을 먹을 권리도 박탈하고 있다. 그에 따라 먹을거리 속에 내재한 건강상의 위험요인들도 세계화되는 것이다. 영국에서 시작된 광우병 사태가 결국 전세계로 확산된 것도 마찬가지의 이유이다.
이와 같이 전세계적으로 농산물과 식품에 대하여 경험하고 있는 이러한 심각한 문제들은, 공장과 다름 없이 산업화되고, 곡물메이저와 다국적기업들에 의해 독점화되고, 자유무역체제에 의해 전지구화되어 버린, 현대 우리 먹을 거리를 생산하고 유통시키고 있는 거대 시스템(학술적으로는 푸드시스템이라 한다)에 기인한 것들이다.
이러한 문제의 근원을 인식한 일부 선각자들은 화학물질과 자본에 의존하고 있는 지속가능하지 않은 현대농업체계를 자연의 순환에 의존하는 대안적인 지속가능한 농업으로 바꾸어야만 문제가 해결된다고 생각하고, 이를 실천에 옮기려는 노력들을 하고 있다.
지속가능한 농업의 핵심은, 경제성의 근거를 단위당 수확량으로 따지고 있는 현대의 농업이, 생태계에 대한 각종 영향(이는 비용으로 계산되어야 하지만 현대 농업에서는 이를 무시한다)까지 고려하게 되면 생산성이 높은 것이 절대로 아니며, 오히려 전통적인 농업보다도 낮아질 수 있다는 것이다.
따라서 생태계까지 고려하는 농업만이 지속가능한 농업이다.
독일 학자는 이를, 멕시코 남부 치아파스 인디오 농부들이 1㏊당 2ｔ의 옥수수를 생산한다고 해서 1㏊당 6ｔ을 생산하는 현대적인 플랜테이션 농업보다 생산성이 낮은 것은 아니라고 설명했다. 플랜테이션 농업은 오직 옥수수 6ｔ밖에 수확할 수 없지만 인디오들은 여기에서 호박, 고구마, 토마토 등도 거둬들이고 들판에서 가축들을 위한 먹이도 생산한다는 것이다.
이와 같은 지속가능한 농업을 위한 유기농업 형태가 전세계 인구를 먹여살릴 수 있을까라고 의문하는 사람들이 많지만, 현대 과학자들은 충분히 가능하다고 대답하고 있고, 실제로 1989년 사회주의권 몰락과 함께 식량위기를 맞았던 쿠바는 10년간의 노력을 통하여 현재에는 외부에 의존하지 않는 유기농업만으로 식량을 자급하고 있는 사례는 이를 대변해 주고 있다.
독일 농림부는 최근 현재와 같은 기업농 형태의 농장체제를 소규모 유기농 체제로 개편하기 위해 2010년까지 유기농 농장의 비율을 현재의 2.6%에서 20%까지 확대할 계획이라고 최근 밝힌 바 있다.
유럽연합(EU) 집행위원회도 회원국들에 앞으로는 농업의 산업적 경쟁력 강화를 위해 지급되고 있는 각종 보조금을 생태적으로 지속가능한 농업을 위한 지원금으로 사용토록 권고하기도 했다. 이는 유럽에 확산되고 있는 광우병 공포속에 현재의 농축산업 구조 자체를 바꾸지 않고서는 같은 문제가 반복될 수 밖에 없다는 위기감에서 이뤄진 것이다.
이는 여전히 농업생산성 증대를 통한 경쟁력 강화라는 패러다임에서 벗어나지 못하고 있는 우리나라의 농업 당국과 극명하게 비교가 된다. 지금까지 규모 확대와 농업투자를 통한 농업생산성 증대라는 목표를 설정하고 소농들을 몰아내온 농업정책의 성과는 현재 우리 농민들이 안고 있는 엄청난 빚더미로 증명되었다.
지속가능한 농업은 외부 투입물에 대한 의존을 최소화하는 농법으로서, 농업과 농촌, 농민이 지금까지의 외부 의존구조를 탈피하여 자립적인 체제를 확립할 수 있는 유일한 길이며, 이를 통하여 농민도 경제적으로 살고 소비자도 먹을 거리의 위협으로부터 살 수 있는 유일한 상생의 방법이다.
