한탄강 댐 사업의 문제점과 대안

새 정부는 건전한 국가재정을 위해 한탄강 댐을 자진 철회하여야 합니다.
아름다운 한탄강은 흘러야 합니다

♣ 국토해양부는 2000년부터 파주 문산의 수해방지를 명목으로 임진강 하류의 수위에 영향을 미치지 않았던, 지류인 한탄강에 높이 84m, 길이 1000m의 2.7억톤을 담수하는 한탄강 댐 사업을 추진하려고 함 (동양최대 사력댐인 소양강댐은 높이 123m, 길이 530m)

♣ 사회적 합의 없는 댐 건설시 상류지역(철원·연천·포천)에 정든 고향과 생활터전을 상실하는 1천여 명의 수몰민이 발생하며, 환경 불평등과 상·하류간 불균형 초래

♣ 한탄강 댐 예정지 내에는 동양최대의 '다락터 사격장'이 위치하여, 댐의 안전성에
우려가 있으며, 사격장의 중금속 등 오염물질로 임진강 유역에 환경재앙이 예상됨
(옛 연천댐 상류 2㎞ 지점)

♣ 통일시대의 중심인 한탄강은 한반도 유일의 화산강으로 자연생태와 역사문화재의 보고임

♣ 2005년 5월 23일 감사원 감사결과 한탄강 댐의 홍수조절 효과와 경제적 편익이 부풀려져 있음이 지적됨 (한탄강 댐은 별로 중요하지 않으며, 파주 문산 지역에 필요한 치수대책도 아님)

한강하구 준설하면 임진강의 수위가 1m 저하되므로 임진강 수해방지에 큰 도움이 될 것이다.
