(서울=연합뉴스) 김종수.박대한 기자 = 1년 넘게 지루하게 끌어온 유류세 인하 논란이 점차 막바지 국면으로 다가서고 있다.

대통령직 인수위원회가 지난 30일 '새 정부 출범전 유류세 10% 인하'라는 입장을 표명하면서 유류세 인하는 이제 기정 사실화했다.

각 정당간에 인하폭과 시기에 대한 합의에 시간이 필요한 세법 개정보다는 탄력세율 적용을 통해 이 문제를 해결할 수 있다는 시각이 대두되고 있다.

정부로서는 언제든지 세율을 원상회복할 여지를 남기고 인수위로서는 새 정부 출범전에 큰 어려움없이 유류세 인하를 단행할 수 있다는 장점 때문이다.

◇ 현 유류세서 10% 더 낮출 여유

유가 인상과 관련해 서민들의 부담을 가장 직접적으로 덜어줄 수 있는 방안은 유류세를 내리는 것으로 우선 법 개정을 통해 교통세와 특별소비세 등의 법정세율을 직접 인하하는 방안를 생각할 수 있다.

새 정부 출범 전 임시국회에서 각 정당이 유류세 10% 인하에 합의하면 이뤄질 수 있으며 특히 유류세율이 낮아지면 여기에 붙는 교육세(15%), 주행세(32.5%)도 덩달아 낮아지므로 전체적으로 유류와 관련된 세금이 내려가는 효과가 있다.

그러나 여야 합의가 어려워 법 개정을 할 수 없더라도 방법은 있다. 지금보다 교통세와 특소세의 탄력세율 적용을 확대하는 것이다.

현재 법령에서는 교통세와 특소세에 대해 최대 30% 범위 내에서 탄력세율을 적용할 수 있도록 규정하고 있고 지금도 휘발유와 경유에 붙는 교통세는 법정세율인 ℓ당 각각 630원, 454원 대신 20% 정도의 탄력세율이 적용된 505원, 358원씩만 부과된다.

하지만 탄력세율을 통해 줄어든 부분만큼은 지방 주행세 등이 차지하고 있다. 탄력세율이 세 부담을 줄이기 위한 것이 아니라 지방정부의 재원 배분 등의 목적으로 새 세금을 붙이기 위해 이용되고 있는 셈이다.

그러나 만약 탄력세율 적용을 허용한도인 30%로 확대하면 휘발유에 붙는 교통세는 현행보다 64원 내려간 441원, 경유의 교통세는 41원 내려간 317원까지 줄어들게 된다. 지금보다 10% 정도를 손쉽게 내릴 여지가 있다.

◇ 청와대 "탄력세율 수용 가능"..정부도 선회조짐

지난 1년 가까이 끌어온 유류세 논쟁에서 청와대와 정부는 "세금을 깎아 유가 인상에 대처하는 나라는 없다"면서 유류세 인하에 강하게 반대해왔다.

하지만 이런 분위기가 조금씩 수그러들면서 탄력세율 적용을 통한 인하가 신.구 정부간 유류세 정책의 최대 공약수로 떠오르고 있다.

천호선 청와대 대변인은 31일 브리핑에서 "법을 고치지 않고 10% 정도 탄력세율을 조정하는 정도까지는 사회적 요구를 수용할 수 있다고 보고 저소득층을 대상으로 한 관련 정책을 준비하고 있다"고 말했다.

정부는 이미 지난 26일 열린 국회 재경위 조세소위 회의에서 마련된 유류세 탄력세율 확대 적용요구안에 대해 긍정적 입장을 표명한 것으로 전해졌다.

정부의 한 당국자도 "세율 인하를 하게 된다면 탄력세율 적용을 통한 인하가 이뤄질 공산이 크다"고 밝혔다.

하지만 탄력세율을 적용해 빠른 속도로 유류세 인하가 이뤄진다고 해도 유류세 논란이 완전히 끝나지는 않을 것으로 보인다.

탄력세율이란 제도는 이미 유류세뿐 아니라 다른 분야에도 마련돼있는 제도지만 기본적으로 원래 세율을 그대로 둔 것이라 언제든지 상황이 조금만 호전되면 정부의 판단에 따라 세율을 원상 회복될 수 있어 행정부에 지나친 권한을 부여하고 세율 체계를 불안정하게 한다는 지적을 피할 수 없다.

유류세 인하를 극력 반대해온 정부 관리들이 이 방법에 '마지못해' 동의하는 입장을 취하고 있는 것도 바로 이런 측면을 염두에 두고 있는 것으로 분석된다.

유류세 탄력세율 적용이 임시방편 이상의 의미를 갖기 어려우며 결국 유류세 영구세율 인하로 가야한다는 목소리가 끊이지 않는 것은 바로 이런 이유에서다.
