홍성태의 '세상 읽기' <19> '이명박 대운하'는 '망국의 길' 2007-12-26 오전 8:31:06 이명박 대통령 당선자는 25일 제17대 대통령직인수위원장에 이경숙(64) 숙명여대 총장을 임명했다. 인수위 국가경쟁력강화특별위원회에는 6개의 태스크포스팀이 설치되는 데 그 중 하나가 바로 '한반도 대운하 태스크포스팀'이다. 반발 여론을 의식해 그간 물밑으로 내려갔던 한반도 대운하가 전면에 등장한 것이다. 홍성태 상지대 교수(사회학)가 긴급 기고를 보내왔다. <편집자> 또 다시 '구세주'의 탄생일이 되었으나, 유감스럽게도 이 땅에는 따뜻한 구원의 소식이 아니라 흉흉한 파괴의 소식이 울려 퍼지고 있다. 다름 아니라 경부운하, 아니 아예 '한반도 대운하'를 2008년에 추진해서 2012년까지 완공하겠다는 이명박 당선자 쪽의 외침이다. 온갖 문제와 반대에도 이명박 당선자가 자신의 무리한 약속을 지키기 위해 강행하는 사업이라는 점에서 나는 이 운하를 '이명박 대운하'라고 부르는 것이 옳다고 생각한다. 이명박 당선자 쪽에서는 이명박 대운하를 흥국의 길이라고 주장하고 있다. 그러나 많은 사람이 이 사업을 완벽한 '망국의 길'이라고 생각하고 있다. 이명박 당선자는 '청계천 개발 사업' 때와 마찬가지로 언론을 통한 화려한 홍보로 이명박 대운하를 강행하려고 할 것이다. 이와 함께 이명박 당선자는 특별법을 제정해서 추진하겠다는 뜻을 공표하는 식으로 강력한 '기정사실화 전략'을 구사하기 시작했다. 참으로 위험하다. 이명박 대운하는 아주 많은 문제를 안고 있다. 특별법을 운운하는 현재의 시점에도 그 노선조차 제대로 제시되지 않고 있어 여러 전문가들이 사실 이명박 대운하의 실체 자체를 의심하고 있다. 한나라당 내부에조차 다수의 반대자들이 있지 않은가? 전국의 시민단체는 '경부운하 저지 국민행동'이라는 연대체를 꾸려서 이에 대응하고 있다. 이 연대체는 아마도 곧 이명박 대운하 저지 국민행동으로 이름을 바꾸게 될 것이다. '경제를 살리겠다'며 거창한 목표를 제시해서 대통령에 당선된 사람이 이렇게 퇴행적인 대규모 토건사업에 매달리는 것이 대단히 유감스러울 뿐만 아니라 안쓰럽기까지 하다. 그래, 결국 박정희식 대규모 토건사업밖에 없는가? 그래서 박정희식 외모까지 흉내 냈던 것인가? 상상력의 한계인가, 실천력의 한계인가? 정말 우리는 토건국가의 덫에 갇혀서 망국의 길로 내달릴 수밖에는 없는 것인가? ▲ 낙동강의 한 지류인 영강. 이명박 대통령 당선자는 낙동강과 한강을 잇는 경부운하와 영산강과 금강을 잇는 호남운하를 건설할 뜻을 밝혔다. ⓒ프레시안 이명박 당선자는 자신에 대한 비판에 항상 '음해'라고 반격을 가하는데, 올바른 비판을 '음해'라고 하는 것이야말로 '역음해 전술'에 해당한다. 또 이명박 당선자는 정당한 비판에 대해 '무지의 소치'라는 반격도 즐겨 사용하는데, 사실 그야말로 머리와 마음을 열고 잘못을 인정하고 철회하는 큰 지도자의 모습을 보일 때가 되지 않았을까? 이와 관련해서 최근에 일어난 수에즈운하의 유조선 좌초사고와 다수 언론의 침묵에 관한 <프레시안>의 기사를 참고하시라. 이명박 대운하의 문제에 대한 자세한 분석은 국민행동의 홈페이지(☞ 바로 가기)를 참조하시고, 이제 다음과 같이 내 의견을 8개의 항목으로 나누어 요약적으로 제시해 보고자 한다. 1. 이명박 대운하는 비경제적이다 운하는 물자의 운송을 위해 개설되는 인공수로이다. 그러나 경부운하는 경운기보다 늦다. 또 하루에 고작 12대의 배밖에 다닐 수 없다. 그러므로 이명박 대운하는 물류를 위한 실제 교통망으로 이용될 수 없다. 그것은 토건업에 의한, 토건업을 위한, 토건업의 사업일 뿐이다. 그것은 병적으로 비대한 '토건업 퍼주기'이자 '토건업 살리기'일 뿐이다. 어떤 경제성도 가지고 있지 않은 이명박 대운하의 건설을 강행하는 것은 토건업을 위해 나라를 망국의 길로 몰아넣는 것이다. 2. 이명박 대운하는 투기와 부패를 확산한다 우리는 비대한 토건업이 투기와 부패의 문제를 일으키는 최대의 원천이라는 사실도 유념해야 한다. 한국은 세계 12위의 경제대국이라는 사실이 무색하게도 세계 42위의 부패대국으로 꼽히고 있다. 그 핵심에 토건업이 자리 잡고 있다. 경제정의실천시민연합과 <경향신문>의 조사는 이런 사실을 이미 실증적으로 확인했다. 채 6㎞가 되지 않는 '청계천 개발 사업'에서 수천억 원의 투기와 부패의 의혹이 일어나서 결국 이명박 당선자가 임명한 부시장이 구속되어 무려 5년형을 확정받았다. 200배가 넘는 이명박 대운하에서 200배가 넘는 투기와 부패의 악취가 피어오르지 않으리라고 과연 누가 보장할 수 있겠는가? 3. 이명박 대운하는 국민의 생명을 위협한다 경부운하를 보자. 한강은 2100만 명의 수원이며, 낙동강은 1000만 명의 수원이다. 이런 곳을 운하로 만들어 대형 바지선이 오가도록 하겠다는 것은 3100만 명에 이르는 시민의 생명을 위협하는 발상이 아닐 수 없다. 이 나라의 강은 모두 상수원이다. 이 때문에 운하는커녕 돛배조차 함부로 다닐 수 없는 것이다. 우리는 1991년 3월과 4월에 연이어 발생한 낙동강 페놀 오염 사태를 떠올려야 한다. 또 지난 12월 7일에 발생한 태안 앞바다 유조선 기름 유출 사고도 잊지 말아야 한다. 그리고 12월 20일에 일어난 수에즈운하의 유조선 좌초 사고와 운하에는 유조선이 다닐 수 없다던 이명박 당선자의 잘못된 주장을 기억해야 한다. '위험사회론'에서 지적하듯이, 일어나지 않는 사고란 없다. 4. 이명박 대운하는 재정을 왜곡한다 이명박 당선자는 모래를 팔고, 민자를 유치해서 경부운하를 건설하겠다고 한다. 모래 채취는 전국 곳곳에서 환경 파괴와 비리의 문제를 일으키고 있다. 올해 창녕에서는 군수들이 연이어 모래 채취 비리 혐의로 구속되었다. 이렇듯 모래를 팔고 민자를 유치하는 것은 그 자체로 엄청난 문제를 안고 있지만, 그렇다고 해서 재정을 투입하지 않는 것도 아니다. 민자 유치 사업은 혈세로 충분한 이익을 보장해야 하기 때문이다. 더욱이 호남운하는 아예 혈세로 건설하겠다고 한다. 결국 복지의 증진, 교육의 향상, 산업의 혁신 등에 써야 할 막대한 혈세를 멀쩡한 강을 파괴하고 대규모 토건사업을 벌이는데 쓰게 될 것이다. 지금도 매년 50조 원이 넘는 혈세가 대규모 토건사업에 퍼부어지고 있는 상황이다. 5. 이명박 대운하는 산업의 혁신을 저해한다 이명박 대운하에 대해 '삽질경제'를 추구하는 것이라는 비판이 쏟아졌다. 세계는 '지식경제'로 치달리고 있고, 우리도 이미 10년 전부터 '지식경제'를 추구하기 시작했다. 한국은 산업구조의 개혁을 통해 선진국으로 나아가야 한다. 그것은 '삽질경제'의 확대로 이루어질 수 없다. 오히려 현재 GDP의 19%에 이르는 병적으로 비대한 토건업을 5% 수준으로 축소하는 것만이 '진정한 선진화'의 길이다. '삽질경제'가 하루빨리 크게 줄어들어야 복지경제, 문화경제, 생태경제, 고도서비스경제가 이룩될 수 있다. 불도저에 제 아무리 컴퓨터를 달아야 불도저일 뿐이다. '삽질경제'는 산업적으로 망국의 길이다. 6. 이명박 대운하는 고용의 혁신을 왜곡한다 청년실업의 증가와 비정규직의 증대는 심각한 사회문제이다. 이명박 당선자는 이명박 대운하를 건설해서 30만 개의 일자리를 만들겠다고 호언하고 있다. 그러나 이러한 일자리의 수 자체가 심각한 의문의 대상일 뿐더러 일자리의 질도 역시 깊이 따져봐야 한다. '2030 보수'들이 원하는 게 과연 '삽질부대'인가? 이명박 대운하는 대공황에 대응해서 추진된 대규모 토건사업인 미국의 테네시강 유역개발을 떠올리게 한다. 또한 이명박 대운하는 1970년대 전국의 하천에서 쉽게 볼 수 있었던 대규모 취로사업을 떠올리게 한다. 삽질경제는 시대가 요구하는 고용의 혁신이라는 과제를 왜곡할 뿐이다. 7. 이명박 대운하는 반문화적이다 한강, 낙동강, 영산강, 금강은 이 나라를 대표하는 자연문화유산일 뿐더러 그 주변에는 수많은 유형문화재들이 널려 있다. 특히 여주의 신륵사를 비롯해서 국보급 불교 문화재들이 많다. 이명박 대운하는 이러한 문화재들을 크게 훼손할 위험이 있다. 이명박 대운하는 이 나라 역사상 최대의 '문화 파괴 사업'이 될 위험이 있다. 세계인이 존중하고 세계에 자랑할 우리의 귀중한 문화재들이 불필요한 대규모 토건사업으로 크게 망가지고 말 위기에 처한 것이다. 우리는 유네스코와 함께 이 세계적 위기에 적극 대처해야 한다. 8. 이명박 대운하는 반생태적이다 이명박 당선자는 운하가 생태적이라고 주장한다. 이러한 주장이야말로 이명박 대운하가 잘못된 발상에서 비롯되었다는 것을 가장 분명히 보여준다. 멀쩡한 강과 산을 대대적으로 파괴하면서 생태적이라고 주장하는 것은 멀쩡한 사람을 잡아다가 '로보캅'과 같은 사이보그를 만들어 놓고는 힘 있게 되었다고 주장하는 것과 비슷하다. 한강 물을 끌어 들여서 낙동강 물을 정화하겠다는 발상도 자기 집 마당에 오물을 버리는 사람들을 내버려두고 머나먼 곳에서 물을 끌어들여 청소하겠다는 것만큼 잘못이다. 서울시는 전두환의 '한강 종합 개발 사업'으로 말미암아 한강의 생태가 크게 훼손되었다고 공표했다. 이명박 대운하는 훨씬 규모가 크다. 모래를 기껏 골재로밖에 보지 못하는 반생태적 사고부터 깊이 반성해야 한다. 아름다운 산과 강을 대대적으로 파괴하고 나무를 심어 조경하겠다는 발상은 후진적 반생태성의 극치이다. 이명박 대운하는 결국 최악의 반생태적 사업이 될 것이다. 이 나라를 대표하는 강들이 모두 제 모습을 잃고, 물을 정화하고 생명을 기르는 물가와 바닥이 모두 파괴되고, 주변의 산과 들도 엄청난 규모로 훼손될 것이다. 오늘날과 같은 문화의 시대, 생태의 시대에 이명박 대운하와 같은 파괴적 개발 사업이 강행된다는 사실에 경악할 따름이다. 선거 운동 기간에는 이 공약을 뒤로 돌려놓아 어떤 사람들은 결국 유보되는 것이 아닌가 생각했다. 그러나 당선되자마자 언제 그랬냐는 듯이 이명박 대운하에 '올인(all-in)'하는 듯한 모습을 보이고 있다. 정녕 이 나라의 시계는 1970년대의 개발독재 시대를 향해 거꾸로 치달리고 있는가? 이명박 당선자는 이 무모한 계획을 하루빨리 철회해서 진정 시대의 요청에 걸맞은 유능한 지도자의 모습을 보여야 할 것이다. 결국 박정희식 대규모 토건사업이라니, 너무 무능하지 않은가? 홍성태/상지대 교수ㆍ참여연대 부집행위원장  Unknown: Unknown -[06/09-09:20]- mag light flashlight: Nice site.
