한탄강 홍수조절댐 건설을 둘러싸고 갈등을 빚고 있는 주민 및 건설교통부 모두 법원의 조정 권고에 이의를 제기, 판결로 마감할 가능성이 커졌다.
18일 서울행정법원에 따르면 지난달 25일 한탄강 댐의 총저수용량을 당초 고시된 ‘2억7000만㎥’에서 ‘1억3000만㎥’ 가량으로 축소시키는 대안 수용가능성을 검토할 것을 양측에 조정권고했으나 모두 이의를 제기해 결국 합의에 이르지 못했다.
당시 재판부는 “양측이 판단의 많은 요소들에 대해 뚜렷한 입장 차이를 보이며 팽팽하게 대립하고 있다”면서 “판결이 선고되더라도 혼란과 갈등이 상당 기간 지속되고 국가적 손실이 추가로 발생할 것”이라고 조정권고 배경을 설명했다.
한편 정부는 임진강유역 홍수대책의 일환으로 2006년 12월 경기 포천시 창수면과 연천군 연천읍 일대에 한탄강댐(높이83.8m, 길이 694m, 총 저수용량 2억7000만㎥, 건설비용 1조956억원)을 건설하겠다는 기본계획을 고시했다.
이에 대해 포천과 연천, 철원 등의 주민 156명은 “기본계획의 절차적 위법성 및 실체적 위법성이 모두 문제되고 있다”며 적정성과 안정성, 환경성 문제 등을 들어 지난해 3월 건설교통부 장관을 상대로 소송을 제기했다.
