1. 강원도는 수도권을 위해 맑은 물과 깨끗한 공기를 공급하는 우리나라의 허파 역할을 해왔습니다. 그러나 강원도가 청정한 자연환경을 보존하고 있는 그늘에는 국토균형발전 계획에서 소외된 절망과 슬픔이 남아 있습니다. 더 이상 강원도가 정당한 논리와 사회적 합의 없이 다른 지역을 위한 희생이 될 수 없다는 것이 강원도에 살고 있는 우리의 뜻입니다.
그런 의미에서 본다면 지난 96년, 98년, 99년 임진강 대홍수에 한탄강 ․ 임진강 유역 지자체 중에 철원군은 사망 6명(군부대 17명 사망은 제외)에 2,400억원의 재산피해를 입었고, 전체적으로 철원․연천․포천이 총 5,301억원의 피해(59%)를 입었음에도 임진강 하류인 파주 문산을 위해 지류인 한탄강에 대형 댐을 만들겠다는 것은 사회정의와 형평에 입각한 올바른 민주행정이라 할 수 없습니다.
환경난민인 수몰민과 사회경제적 모순을 초래하는 '물의 무덤'인 댐보다는 제방(임진강 하구에 위치한 파주시 탄현면 만우지구에 대한 하상준설과 하폭확장 및 제방증고)과 천변저류를 기본으로 하고, 침수지 매입이 제방사업비보다 더 저렴하다면, 침수지를 매입하는 등 다양한 방법을 추진해야 한다는 것을 재판부에 탄원하는 바 입니다.
2. 요컨대, 임진강특위의 잘못된 검증을 토대로 홍수조절용 댐과 천변저류지를 만든다는 정부의 방안은 2004년 11월 2일 대통령 직속 지속가능발전위원회의 결정 내용과 사실상 같습니다. 3년 전 내놓았다가 결정문의 논리적 모순과 자문전문가의 편향성으로 인해 반대에 부딪혀 무산된 안을 정확한 근거도 없이 '친환경적 홍수조절댐'이라고 포장을 씌워 다시 끄집어낸 것입니다.
