 강원도인구 충북 뒤져(댐 찬성하는 사람들 때문) 강원도 인구 충북에 이미 뒤졌다
이번 달 중순에 원주시의 인구가 30만 명을 돌파했다는 소식이 알려진 뒤, 이대로라면 강원도 인구 감소 현상의 위기감이 어느 정도 덜해질 것이라는 안도감을 가졌던 것이 사실이다. 그러나 현실적으로 강원도 전체 인구의 증가 또는 감소 둔화 현상은 일어나지 않고 있다. 아니, 지금 이 시간 여전히 강원도 사람들이 수도권 대도시 등 역외로 떠나가고 있다.
인구의 유입이나 이탈에 대한 정확한 실태 파악은 쉽지 않다. 주민등록상으로 2006년 상반기의 강원도 인구는 151만 5672 명이요, 충청북도의 인구는 151만 1885 명으로 강원도가 여전히 앞선다. 하지만 통계청의 자연 동태 및 사회 동태와 이출(移出)을 가하여 계산한 인구수인 ‘추계인구(推計人口)’에서는 이미 충북에 뒤져 있다. 2006년 7월 1일 현재 강원도의 추계인구가 147만 9284 명이었는데 비해 충북은 그 때 이미 148만 4406 명이었다.
굳이 충북을 의식하여 거론하는 이유는 양 지역이 비슷한 여건을 가지고 있기 때문이다. 지난 수 년 간 두 지역의 인구수 격차가 점차 좁혀지더니 마침내 도가 충북에 역전당하고 말았다는 소식이 알려져 실망스럽기 그지없다. 강원도 인구는 지난 1975년에 186만 1000 명을 정점으로 한 뒤, 지난 30 년 동안 40만 명 줄어 우리가 때로 ‘300만 강원도 인구’를 외쳐대도 그건 한갓 상징 혹은 소망일 따름이다.
행정중심복합도시가 서는 등 주변 정세에 적잖이 도움받는 충북과는 달리 강원도엔 특별한 여건 변화가 있지 않았으므로 인구수 역전 현상은 필연일 터이다. 그렇다면 어찌하여 두 세대 동안 강원도의 여건은 이토록 변화가 없는가. 이런 이유로 인구수 역전 현상에 대한 도민의 실망감 또는 패배감이 크다는 것이다. 며칠 전 도는 특정현안추진팀을 구성하여 ‘도정 제1의적 과제’를 ‘강원도 인구 늘리기’로 잡았다. 분명 인구수 급감에 대한 위기의식의 반영이다.
최근 강원도의 미래 동력에 대한 다양한 논의를 하고 있다. 정말 강원도에 먹고 살 거리가 없으면, 일자리가 없고 인프라 부족 등 적절한 정주 여건이 마련되지 않을 경우, 한 마디로 ‘어떤 변화된 여건’이 현실적으로 와 주지 않으면 아무리 인구 유출 방지책을 세운다 한들 결국 백약이 무효일 것이다. 충북에도 뒤처진 도내 인구수의 현실을 십분 감안한 도와 도내 지자체의 실효 있는 대책은 과연 없는 것인가.
