지난 1996년 1998년 1999년 임진강유역의 거듭된 대홍수로 촉발된 한탄강댐 건설 논란이 끝내 법정문제로 비화됐다. 철원을 비롯한 경기도 포천 연천 수몰예정지 주민 157명이 소송당사자로 참여해 한탄강댐 건설의 부당성을 밝히겠다는 것이다.
한탄강댐 건설 계획은 지난 8년 동안 주민들의 백지화 요구와 정부의 강행방침으로 숱한 논쟁을 야기했다. 이런 와중에 지난해 8월 총리실 산하 임진강유역 홍수대책특별위원회가 지역주민들의 강력한 반대의사에도 한탄강 홍수조절용댐 건설을 최종 확정하자 지난 연말 건교부는 한탄강댐 기본계획 고시와 함께 2007년도 예산 120억원을 확보해 댐 건설을 기정사실화했다.
역사적으로 치수(治水)는 국가가 책임져야 할 기본임에도 불구 댐 건설에 따른 각종 피해를 특정지역이 고스란히 떠안아야 한다는 것은 모순이다. 정부는 목숨까지 버리겠다는 비장한 각오로 댐 건설을 반대해 온 주민들의 목소리에 귀를 기울여 특단의 대책을 세워야 한다.
한탄강댐 건설 문제는 사실 지난 2004년 대통령 직속 지속가능발전위원회의 수차례에 걸친 갈등조정회의 끝에 내린 결론과 2005년 1월부터 5월까지의 감사원 감사 결과 댐 건설 타당성과 치수대안 검토의 부적정 의견 제시로 일단락되는 듯했다. 그러나 정부는 한탄강 물만 막으면 임진강 하류 수해대책이 다된 것처럼 홍수조절용댐 건설 불가피성에만 매달려 다른 대안들을 내놓거나 이보다 댐 건설이 월등하다는 비교평가에는 소극적 대응으로 일관하고 있다. 한마디로 댐 건설 당위성에 대한 설득력도 없이 계획을 밀어붙이고 있다는 것이다.
비록 당초 계획된 다목적댐은 아니지만 겉모습만 바꿔 다시 핵심인 댐 건설을 강행하려는 정부의 속셈을 도저히 납득할 수 없다는 주민들의 항변에 이유가 있다고 본다.
한탄강이 하천생태환경과 생물 다양성이 보존된 한반도 생명문화재의 보고이자 천혜의 비경을 간직하고 있다는 것도 간과해서는 안 된다.
소송 제기에 따른 유·불리를 떠나 이 같은 결정을 서두를 수밖에 없는 주민들에게 앞으로 정부가 무엇을 보여주고 어떻게 할 것인지 지켜볼 것이다. 그동안 댐 건설 저지를 위해 단식 삭발을 마다 않은 주민들을 극한 투쟁 속으로 더 이상 몰아넣어서는 안 되기 때문이다.
