논란이 계속 일고 있는 한탄강댐 건설사업에 대해 지역주민들과 환경단체가 감사를 청구했다. 28일 이철우 전 국회의원과 최종철 한탄강댐건설반대철원군투쟁위 사무차장 그리고 김낙중 환경운동연합 팀장은 감사원을 찾아 국무조정실 임진강유역홍수대책특별위원회, 검증·평가실무위원회, 건설교통부, 한국수자원 공사를 상대로 한 국민감사청구서를 제출했다.
이들은 평가위원회 구성의 객관성과 운영, 홍수방어 대책안 설정의 적절성, 한탄강댐의 홍수조절효과 산정 및 절차의 문제점, 제방 및 댐의 안전성, 환경성 검증평가의 적정성, 사업비 산정, 사회적 수용성 평가에 문제가 있다고 보고 임진강특위의 결정이 건설기술관리법과 감사원법 위반에 해당 한다며 감사 청구 이유를 밝혔다.
이들은 감사청구서에서 “임진강 수해 원인에 대한 역사적인 분석과 근본적인 해결방안의 모색 없이 영리에 눈이 어두운 사업자측이 댐만을 고집한 목적과 수단의 전도 때문에 오늘날과 같은 대정부 불신의 소모적 논쟁이 끊이지 않는 것”이라며 한탄강 댐 건설의 부당함을 역설했다.
한편 한탄강댐 사업은 2005년 이미 감사원의 감사에서 정상적인 사업추진절차를 따르지 않은 점, 수위·유량 산정시 기초자료가 없는 상태에서 자의적인 해석으로 홍수조절 효과를 도출했다는 점, 제방 설치안의 연장과 공사비용을 과다 산정한 점, 제방연장을 수차례 수정하는 등 각 대안에 대한 정확한 비교와 경제성 평가를 소홀히 한 오류 등이 인정되어 ‘원점 재검토’ 권고를 받은바 있다.
하지만 올 8월 이 문제를 논의하기 위해 구성된 임진강유역홍수대책특별위원회에서는 2005년 감사원 감사 이전 제출되었던 댐 건설안과 동일한 홍수조절용댐+천변저류지 안을 대안으로 결정했다.
