최근 건설 재추진 논란을 빚고 있는 영월댐은 홍수 조절 효과가 적기 때문에 동강 일대를 천연기념물과 멸종위기종의 생태계 관광지로 지정, 활용하는 게 국익에 보탬이 된다는 내용을 담은 연구 보고서가 24일 공개됐다.
2000년 5월 당시 국무총리 수질개선기획단이 한국과학기술연구원(KIST)과 5개대 연구팀 등으로 구성된 공동조사단으로부터 제출받은 ‘영월댐 건설타당성 종합검토’ 보고서는 댐 건설보다는 대도시 및 기존도시 주변의 물 관리가 효과적이라고 결론지었다.
생물 환경의 경우 동강 일대는 총 1,838종의 동물이 서식하며 이 중 천연기념물 13종, 멸종위기종 및 보호종 23종, 희귀 및 특이종 93종이 포함돼 있는 등 풍부한 유전자 자원을 가진 자연경관을 갖춘 것으로 확인됐다.
생물자원 풍요도로는 국립공원 중 한라산과 설악산 다음으로 가치가 높아 댐이 건설되면 생물종의 30~80%가 사라지기 때문에 생태 관광지로 활용하는 게 국익에 더 보탬이 된다는 것이다.
