 대형건설사 하도급비리 수사 대형건설사 하도급비리 수사
국내 대형 건설업체인 ㅅ사와 ㄷ사, 또 다른 ㅅ사가 관급 공사를 따낸 뒤 금품을 받고 특정 업체에 하도급 공사를 제공한 혐의가 포착돼 검찰이 내사를 벌이고 있다.
검찰은 이들 원청·하청 업체간의 불법 금품거래가 확인되면 관련자 전원을 부정한 청탁에 의한 배임, 수·증재 등의 혐의로 사법처리할 방침이다.
서울중앙지검 특수1부는 최근 구속된 ㅅ개발 회장 권모씨와 ㄱ기업사 대표 홍모씨 등이 수십억원대 비자금을 조성, 이 가운데 상당액을 공사수주 대가로 원청업체인 대형 건설사에 건넨 단서를 잡고 조사중이라고 9일 밝혔다.
검찰은 또 지난해 10월 고석구 수자원공사 사장을 뇌물수수 혐의로 구속기소하는 과정에서 회삿돈을 빼내 비자금을 조성한 사실이 확인된 하청업체 ㅇ사 대표 이모씨에 대해서도 횡령 등의 혐의로 구속영장을 청구하기로 했다.
검찰 및 건설업계에 따르면 ㅅ개발은 국내 굴지의 건설업체 ㅅ사가 수자원공사로부터 수주한 ㅅ댐 여수로 공사를 하청받았다. ㄱ기업사의 경우 ㄷ건설이 수주받은 광역상수도공사 가운데 일부를 하청받았다. ㄱ기업사는 또 다른 ㅅ건설사의 ㅌ댐 수문공사도 하청받은 것으로 확인됐다.
검찰은 이들 원·하청업체 간에 공사 대금의 1~3%가 리베이트 명목으로 오간 정황을 포착한 것으로 전해졌다. 또 이 중 일부가 관급공사 발주처에 전달됐는지에 대해서도 확인하고 있다.
검찰 관계자는 “현재 원청업체 관계자를 불러 조사중”이라며 “필요할 경우 압수수색 및 관련자에 대한 출국 금지를 검토하고 있다”고 말했다.
