축협사태의 본질을 아시는 분들께....
요즘 철원축협의 파산으로인한 철원지역사회가 뜨겁다.
그러나 그 문제의 핵심을 아는지 모르는지 그문제의 본질을 모르고
대처하는 지역 농민단체들의 움직임을보면서 아쉬운 마음에 몇자 적어본다.
우선 결론적으로 철원축협이 왜 망가졌는가?
본질적 문제와 부차적 본질로 나누어 생각해볼수있을텐데
그 첫번째 본질적 원인은 바로 미국에있다는 것이다.
10여년전 UR(우루과이라운드)협상때 이미 우리나라 정권은 미국에게
모든것을 내어준다는 이면 합의서를 약속해준적이있다.
우리나라 산업 전반에 걸쳐 나라를 팔아먹은 내용이지만
그 여러가지 내용중 농업부분에 관련하여 당시 허모라는 장관이
10여년의 구조조정 기간을 거쳐 우리농업을 포기한다는 각서였다.
그과정중에 축협,농협 중앙회를 강제 합병하지 않았는가?
그리고 지역 농,수,축,임,인삼등등 조합을 인수합병함을로서
농업의 구조조정을 완료한다는 여러가지 복안중에 하나일 뿐이다.
이제 우리지역에서 이제서야 피부로느끼는 여러가지 과정을 겪고있을 뿐이다.
은행을 팔아먹고 노동자들을 구조조정이란 이름으로 거리로 내몰고...
철원에서도 신협이 망가지는걸 눈으로 보고있었지않은가?
이젠 축협이......다은엔 농협이(어느농협이 먼저될진 모르지만)
연쇄적으로 망가져 가는 과정을 볼수밖에 없을 것이다.
양봉조합,수산업협동조합,등 각종 특수조합들은 이미 구조조정을 끝마쳤거나
구조조정 과정중에 있거나... 인수합병을 위한 절차중에있거나
아니면 곧 처리하려고 준비중에있거나 일것이다.
철원농협,김화농협,갈말농협,동송농협.....이제 얼마남지않았습니다.
축협과같은 사태를 맞이할날이......
농민조합원들은 축협 조합원들과같이 앉아서 당할것인가....?
아니면 이제라도 문제의 인식을 바로알고 대처할것인가는
스스로 해야할일 일것이다. (농협대의원연합회가 올바른방향을 잡겠지요...)
10수년전 이런 내용을 미리 알고 투쟁하는 농민운동가들이
피를흘리며 투쟁 하였지만 ...
우리는 그들을 빨갱이로 내몰며....들으려 하지 않았을 뿐이다.
그때 정부는 이미 농촌 지도자라는 단체를 이용하여 농업부문을 장악하였고
그다음으로 후계자라는 단체를 이용하여 농업구조조정을 확대 포장하였다
이젠 전업농이라는 단체를 바람막이로 농업을 말살하려 하고있지않은가?
그당시 농촌지도자만은 살려줄것이다.....다음 후계자(지금은 경영인)만은
어떤 경우에라도 살려줄것이다라고 했었다.
이제와선 전업농만은 어떤 경우라도 살려줄것처럼 하고있지만
한번속지 두번속으랴? 라는 말이있듯이 또 속겠는가?
하기야 그렇게 당하고도 또 속겠다고 나서는 분들이 많으니 큰일 아닌가....
그 두번째 부차적 본질은 정부의 잘못된 농업정책에 기인한다
왜냐하면, 정부에서 미국에게 농업을 포기하겠다는 백지투항서를
받혔음에도 불구하고 농업을 근본적으로 살리려는 처방보다는
댐질식 눈가림으로 많은 세월 구조조정기간을 잘못된 정책으로
농민을 빚 더미에 올라앉게 만들지 않았는가?
우리지역 축산인들에게도 많은 정책 자금을 투여했고 우리농민들은
공짜 돈인냥 마구받아먹지않았는가?
그 과정중에 철원 축산인들도 피해자일 뿐이다.
많은 정책자금을 받기위해 힘있는 이들에게 아부해야했고
또한 축협을 움직이는 칼자루를 쥔 분들께 잘보여야하지않았는가?
그로인하여 축협은 부실화 될수밖에 없었고 망가져가는 시간을 재촉했을 뿐이다.
이러한 일련의 과정을 볼때 축협과같은 사태는 당연한 귀결이라 할수있다.
본질적으로 미국의 세계화 과정에서(새계의 패권을 장악하기위한 수순)
일어나는 단계일뿐이다.
그들은 세계를 장악하기위해 식민주의에서 신식민주의로
자유주의라는 포장으로 덮어쓴것을 이젠 신자유주의라고 부르지않는가?
일본 제국주의말기에 대동아공영권을 부르짓던 일제와 별로 다를게없다.
그로인하여 징용에 징발되거니 정신대에 끌려가거나
하다못해 놋그릇 숫가락 까지 다내어주지않았는가.....
이젠 세계화라는 명목으로 나라의 모든 경제권을 내어주고
민족의 먹거리 식량도 내어주고, 자본과 생산기반까지 모든걸 내어주고도
민족의 정신적 기반인 문화예술 부분과 교육 사업까지도 내어주고
이젠 민족의 생존적 가치마져도 모두내어주려하고있지않은가?
농민이 망하면 나라가 망한다는 말이있다.
그말인 즉 농자천하지 대본이라고 흘러가는 말로 지꺼리기만한다.
먹지않고 살수있는 인간은 전 세계 아무도 없을 것이다.
근본적으로 먹지않고 살수없다는 이유로 세계의 패권전략이
식량을 무기화 한다는 발상일것이다.
그래도 우리들은 외국의 싼 농산물을 사다가 먹으면 될것아니냐고
목에 핏대를 세워가며 우기는 분들이
아직도 주위에서 많이 볼수있다는게 안타까울 뿐입니다.
결론적으로,축협사태를 보면서 이미 수십여년전부터 이런결과를 우려하는
많은 목소리들이 존재하였지만 우리는 들으려하지않았고
또한 지금의 사태에도 본질을 외면한체 네탓내탓공방만한다면
문제는 제대로 풀어지지 않을 것이다.
이제야말로 철원의 농민들이 대동단결하여야만 이런사태를 다시 맞지않을것이다.
철원의 모든 농민단체들이 철원농민연대라는 테두리않에 모든문제를
슬기롭게 풀어나가는 장을 펼쳐놓고 해법을 찾아야 할것이다.
철원축협의 작은 피해를 감내하며 슬기롭게 풀어야하고
앞으로 다가올 지역농협의 피해문제도 지금부터 대처해야할것이다.
발등에불이떨어져 뜨겁다고 외쳐봐야 이미 때는 돌이킬수없을것이다.
이제야말로 앉아서 당할것인가 서서 싸우다작렬하게 전사할것인가의
갈림길이 우리민족앞에운명이 놓여있다.
일제말기 나라를뒤로한체 만주벌판으로 떠나며 민족의 독립을위해
목숨을 바치겠다는 각오를하고 총을들고 목숨을 담보로 싸웠던
선혈들이 지금 우리에게 무엇을 시사하고 있는가?

농협이 망가지고
농민이 죽는다면
철원의 미래는 없습니다.
