눌재(訥齋) 양성지(梁誠之·1415~1482)는 세종 때 관직의 길에 들어서 문종 단종 세조 예종 성종 등 여섯 임금을 섬겼던 조선 초 대표적인 학신(學臣)이다. 그가 정치 경제 국방 사회 문화에 걸쳐 올린 상소문만 수십만 자에 이른다.
그럼에도 그간 양성지가 주목을 받지 못한 이유는 두 가지다. 풍부한 아이디어를 가진 신하였음에도 불구하고 1년도 안 되는 이조판서 경력을 제외한다면 그의 관직 생활은 주변부를 맴돌았다. 그 이유가 부패 때문인지 호에 나타난 대로 말을 잘 하지 못해서인지는 불분명하다. 또 한 가지는 훈구파의 일원이었기 때문에 16세기 사림시대가 열리면서 양성지는 이렇다 할 권력을 누리지 못했음에도 불구하고 매도를 당했다.
한영우 교수가 이런 양성지에 주목한 것은 부패를 옹호하거나 훈구를 변명하기 위함이 아니다. '눌재집'에 담긴 방대한 양의 절절한 상소문들의 가치에 주목했기 때문이다. 한 교수는 이 책에서 양성지가 남긴 상소를 이중으로 점검한다. 먼저 각 임금 별로 시기에 따라 양성지가 올렸던 상소문들을 정리한다. 양성지는 무엇보다 개인 싱크탱크라고 부르는게 합당하다. 세조가 양성지를 '제갈량'이라고 평했던 것도 그런 맥락에서다. 그리고 다시 한 교수는 양성지의 상소를 내용에 따라 체계적으로 분류한다. 자주적 역사의식과 군주 중심의 정치사상, 보수적 입장의 신분론과 부국강병론 등이 그것이다.
이 책의 특징은 이 같은 양성지의 정신세계에 대한 이중적 분석 외에 양성지의 사상이 먼 훗날 정조의 치세(治世)에 깊은 영향을 줬다는 점을 실증적으로 밝혀낸 데 있다. 규장각 설치의 뿌리도 양성지에까지 거슬러 올라간다. 또 정조가 길러낸 대부분의 규장각 문신들이 양성지의 외예(外裔·외척후손)라는 지적도 흥미롭다. 때로는 공허하다는 비판을 받기도 했던 양성지의 사상에 우리가 지금 다시 주목해야 하는 이유는 나라가 방향을 잃고 헤매기 때문인지 모른다. 예나 지금이나 국가의 나아가야 할 방향은 부국강병(富國强兵)이기에 더욱 그렇다.
