한국형 세계문화 발전전략으로 새날을 창조하자.

바야흐로 인류는 혼돈과 불안 속에서 21세기와 새로운 천년을 맞이하고 있습 니다. 이미 있어 온 것들은 힘이 빠졌거나 더 나은 것으로 바뀌지 않으면 안되는 갈림길에 있기도 합니다. 그리하여 인류문화는 새로운 틀을 짜야만 살아남는다는 목소리가 점점 커지고 있습니다.

게다가 우리 겨레는 지난 백 년 남짓 근대사회를 스스로 만들어 살지 못하고 마침내 나라를 남들에기 내주었거나, 다시 찾았다고 해도 아직 통일된 근대국민 국가를 세우지 못한 채 그 후유증에 시달리고 있습니다. 이 때문에 겨레의 삶의 터전에는 버려야 할 안팎의 낡은 유산들이, 인류문화의 쓰레기 더미가 되어 우리 를 짓누르고 있기도 합니다.

그러나 우리는 절망만 할 수는 없습니다. 우리를 짓누르는 그 짐은 우리가 짊 어지고 일어설 수 있기에 세계사가 우리에게 지워 놓은 것이라고 볼 수도 있습 니다. 우리 겨레는 고대 중세에 그 찬란한 문화를 이룩한 전통이 있기 때문입니다.

이 훌륭한 전통문화를 '날줄'로 삼고, 우리가 미쳐 갖지 못한 문화 곧, 세계 각 국이 만들어 놓은 외래문화를 과감히 받아들여 '씨줄'로 삼아, 오색찬란한 '새로 운 세계문화'를 만들어야 합니다. 이것은 우리 전통이 반짝이는, 그리고 외국 사 람들도 좋아하고 즐겨 찾는 것이어야 할 것입니다. 그리하여 우리는 이를 '한국 형 세계문화'라고 부르며, 그 발전전략을 온 힘을 다하여 짜내고 실천에 옮겨야 합니다.

이것이야말로 새로운 세기, 새로운 천년 동안에 우리 겨레가 세계의 '한 중심' 으로 우뚝 서서 창조해야 할 몫입니다. (주)지식산업사는 이 길을, 겨레의 뜻 있 는 많은 이들과 함께 꾸준히, 끈덕지게, 전진할 것입니다.

「간행물윤리대상」수상 소감

우선 저를 추천해 주신 분들, 뽑아주신 심사위원님들 그리고 이런 자리를 마련해 주신 간행물윤리위원회에 감사드립니다.
이 상을 제가 감당하기에는 너무 무거운 것 같습니다. 첫째로 저보다 훌륭한 일을 훨씬 많이 하신 선배 출판인들이 계신데 제가 먼저 뽑혀, 그 분들에게 송구스럽기 그지 없습니다. 두 번째 윤리대상이란 뜻이 자꾸만 저를 짓누르고 있습니다.
영광은 저희 회사에게 좋은 원고를 주신 빼어난 저자와 역자들에게 마땅히 돌아가야 할 것입니다.
지금 우리 문화 풍토, 출판의 현실은 인문학자, 곧 문학て역사て철학을 전공한 학자들의 연구 업적이 그때그때 제대로 출간되지 못하고 있습니다. 이것은 바로 한국의 대학의 위기로 되고, 마침내 교육 전반의 한계로 연결되고 있습니다.
현대사회에서 교육과 언론 그리고 제가 종사하는 출판은 문화정삼각형을 이루고 있습니다. 이 문화정삼각형은 현대문화의 핵심인 학문과 예술 그리고 과학 기술의 보호막입니다.
이 보호막의 크기가 선진과 후진, 강대국과 약소국을 규정한다고 볼 수도 있습니다. 따라서 출판이 난장이가 되면, 교육과 언론도 난장이가 되며, 그 둘레에 있는 정치て경제て사회도 작아질 수밖에 없습니다.
아시다시피 전근대 시대 우리 겨레의 출판은 세계에서 가장 높은 봉우리였습니다. 그러나 근현대 우리 사회는 식민지와 분단, 그리고 권위주의 통치 아래 출판을 심하게는 불온한 것으로 여기고, 북돋우기보다는 간섭과 탄압에 힘쓴 적이 더 많았습니다.
사회의 민주화가 진행되고 있어 출판에 대한 인식이 바뀌고 있고, 정부도 지원 정책을 펴고 있기는 합니다만, 아직도 만족할 만한 수준은 아닌 듯합니다.
다만 황무지와 초토 그리고 동토였던 우리 출판 풍토에서 꿋꿋이 소임을 다해오신 선배 출판인들의 길을 따라, 그리고 씩씩한 동료·후배 출판인들에게 자극받으면서, 지금까지 뒤뚱거리며 따라오던 저 자신을 추슬러 이 자랑스런 멍에를 메고 뚜벅뚜벅 나아가기 위해 혼신을 다하겠습니다.

[한국 근ㆍ현대 100년 지식인 사회 되돌아보기]
- 그 역사와 구조를 중심으로 -

- 들어가는 말 -

21세기에 들어서자마자, 우리 지식인 사회의 모태이자 상징이며 또 가장 중요한 현장인 대학 사회의 어두운 면들이, 소문을 넘어, 하나 둘씩 사실로 불거져 나오다가, 이제는 거의 집중적이라고 할 만큼 터져 나오고 있음을 본다.

60여 년 동안 권위를 자랑하고 국민의 기대의 표상이기도 한 S대학의 생명공학 전공 교수 H 모교수의 논문 조작 사건은, 전 세계에 우리 대학 사회의 치부를 드러냈고, 교육부 장관으로 임명된 교수 출신 인사들이 자질 시비에서 표절 논란으로 두 차례에 걸쳐 낙마했다. 또한 명문대학 교수사회에서 선출된 총장이 표절(그것도 제자의 논문) 문제로 사임하는 사태가 일어났고, 최근에는 역시 우리 사회에서 전통이 있는 어느 대학에서 교수로 버젓이 근무하며, 세계로 발돋움하려고 애쓰고 있는 미술제 행사 감독의 가짜 학력이 들통이 나고 그 배경에 권력의 비호가 있었음이 드러나 대통령이 사과성 발언까지 하는 사태로 발전했다. 그리고 심지어는 수십만의 신도들이 우러르던 어느 종교의 지도자가 스스로 거짓 학력을 실토하기도 하는 등, 우리 한국의 21세기 지식인 사회는 바야흐로 ‘신뢰의 위기’에 빠져 허덕이고 있는 형국이다.

이러한 사태는 단지 우연이고, 당사자 개인의 도덕이나 윤리 문제로 제쳐두어야 하는 것인가.

이 시점에서 좀 더 곰곰이 짚고 따지고 되돌아보지 아니하고서는 어처구니없는 이 사태를 막거나 줄일 수 있을 것인가.

그들 가운데 몇은 “왜 나만 가지고 그러느냐”, “억울하다”는 식으로 말한 것으로 보도되었다. 다시 말하면, 그들은 ‘재수 없이’ 걸려들었을 뿐이라고 우리 지식인 사회의 뿌리 깊은 ‘한계상황’을 말한 것으로 알려졌다. 물론, 그들이 우리 지식인 사회의 대표일 수 없고, 그들의 변명을 받아들이자는 것이 아니지만, 그 이면에는 한 가닥 진실이 감춰져 있지나 않을까. 다시 말하면 한국 근ㆍ현대 지식인의 형성 배경과 현재 통용되고 있는 관행들의 어떤 구조적인 뿌리와 맞닿아 있지나 않을까. 지금이야말로 시기적으로 좀 늦은 감이 있지만 과거 100년의 한국 근ㆍ현대 지식인 사회를 성찰할 때가 아닌가 한다.

1. 일그러진 우리 근대 100년의 자화상 (I) - 식민지 시대

오늘 우리는 2007년을 기점으로 백년만 되돌아보자.

우리에게 1907년은 어느 해였는가. 일제 통감부가 설치되어 이토오 히로부미가 서울 남산에서 대한제국 황제 고종을 원격 조종하고 있었고, 이에 맞선 황제는 헤이그 만국평화회담에 밀사를 파견, 비밀외교로라도 기울어져 버린 국권을 일으켜 보려다가 실패, 결국 강제로 아들 순종에 양위하고 만다.

이 무렵 지식인들은 개화파, 독립협회, 만민공동회 등에 이어 대한자강회(1906), 대한협회(1907), 신민회(1907) 등을 조직하여 개화와 자강으로 국권을 회복하자며 실력양성운동을 벌이고 있었다. 그리고 바로 이 해 군대해산으로 제2차 의병운동이 전국적으로 일어나고 있었다. 그 3년 뒤 드디어 나라를 잃고 만다.

조선을 장악한 일제는 식민지를 효과적으로 지배하기 위하여, 동화정책을 펴며 즉각 언론과 교육(1911, 조선교육령)을 틀어쥐고, 교육은 초등ㆍ중등교육을 위주로 실무형 심부름꾼을 기르는 데 그치고, 고등교육은 극도로 제한하여, 조선인의 지도자 육성을 막았다(전문학교 교육이 허용된 것도 1915년임).

따라서 일제의 수도 동경으로 유학하는 젊은이들이 늘었고, 일본에서 교육받은 학생들을 중심으로 1919년 2월 8일 2ㆍ8독립선언이, 그 해 3월1일 3ㆍ1운동이 터진다. 이에 일본제국주의는 당황, 무참히 탄압했으나 어쩔 수 없이 이른바 무단통치에서 문화통치로 진로를 수정하고, 언론을 한정된 범위 안에서나마 허용하자, 조선ㆍ동아일보 등이 창간되었다. 이를 발판으로 1922년 우리 민족 내부에서 조선민립대학 설치운동이 본격적으로 일어났다. 일제는 이를 막기 위해 할 수없이 1923년 경성제국대학의 설치를 결정, 이듬해 공포하고, 그 해(24년) 5월 예과를, 1926년 법문학부와 의학부를 개설하게 되었다. 그러나 조선인은 입학생 수와 전공에 제한을 받았던 것이다.

2. 일그러진 근대 100년의 자화상 (II) - 해방과 분단 -

1945년 8월 15일 일제로부터 해방은, 대다수 한국인에게는 갑작스런 사건으로 왔다. 그러나 해방된 다음 날인 8월 16일 오후 2시 서울 YMCA에 몇몇 과학자들이 모여 해방된 조국에 학문과 과학기술로 기여하자며 조선학술원을 발기하고, 그 보름 후에 민간인 학자들이 정식으로 규약을 채택, 돛을 달았다. 이것은 아마 세계 어느 나라에서도 없는 일로 기록될 것이거니와, 이렇게 할 수 있었던 것은 일본과 구미에 유학했던 당시 전문학교 교수들이 1936년 1월 1일자 〈동아일보〉신년호 학예란에서 〈時代가 요구하는 새로운 構圖〉라는 특집에 ‘中央 아카데미 창설’을 주장할 정도로 우리 겨레의 지식인들은 갖은 악조건을 뚫고 성장 발전해 오고 있었기 때문이었다.

그런데 희망에 찬 해방은 곧 미ㆍ소 양군의 남북 분할 점령통치로 되었고, 그리하여 이들 학자들의 꿈은 1년도 못되어 깨지고 만다.

어떻든 해방 조국은 나라를 경영할 인재들을 각 방면에서 찾고 있었다. 그러나 어느 분야에서도 시급한 인재 충원에 기갈이 나 있었다. 해결은 교육에서 찾을 수밖에 없었다.

38선 남쪽에 진주한 미군정은 조선교육위원회를 조선인 명망가들을 중심으로 구성하고, 이어 조선교육심의위원회를 만들어 일제식 교육 편제를 미국식으로 바꾸고, 고등교육제도 개편에도 착수했다.

1946년 8월 이화대학ㆍ연희대학ㆍ고려대학이 전문학교의 틀을 벗고 등장했고, 미군정은 일제의 경성제대 대신 국립 서울대학교를 설치한다. 그런데 9개 단과대학과 대학원으로 출발한 이 대학의 교수 충원이 당장 문제였다.

당시 해방 조선에서는 일제식 대학 교원 자격을 갖춘 인사조차 태부족이었다. 따라서 각 단과대학 해당학과 교수는 우선 학부 출신 전문학교 교수들을 맞아들였고 그래도 모자란 경우 중등학교 교사 등 전문학교 졸업생마저 받아들여 충원했다.

3. 남북 분단의 고착과 남한 대학교육기관의 잇단 증설

남과 북에 이념과 체제가 다른 국가가 세워져 분단이 고착되자 월북한 인사도 많았기에, 고급 지식인인 대학교수 충원은 더욱 기갈을 면치 못했다.

대학에 자리 잡은 교수들도 극소수를 제외하고는, 아직 학문적으로 교수직을 수행할 만한 충분한 연구업적이 없는 경우가 많은데다가 처음 경험한 것이어서, 대부분의 교수들은 일본인 학자들의 저술을 번역하거나 번안하여 마치 자신의 학설인양 간행해서라도 가르치지 않을 수 없었다.

따라서 해방공간 5년 동안의 우리 대학 사회는, 아주 우수한 분들을 제외하고는, 일본의 학자나 구미의 학자들의 저술이나 논문을 번안해서 강의하고 학자로 행세한 것이 사실이었다. ‘표절의 시작’은 이렇게 구조적으로 진행되고 있었다.

해방 후 문을 연 한국의 대학들은 다수의 편입생을 맞아들였다. 일본 유학생 출신(대부분 학병으로 학업중단)이 편입하여, 그들이 서울대학을 비롯한 유수대학의 해방 직후 초기 졸업생들이었으며, 그들은 곧바로 대학 교수로 충원되기도 했다.

이러한 현상은 대학에 빼앗긴 중등교육 현장의 교사난으로 바로 이어졌고, 중등 교단의 부족한 교사 자리에는 초등 교사 출신이 올라갔으며, 초등 교단은 초등학교 출신 무자격 교사들이 단기 한글 강습을 받고 충원되기도 하는 등 교육의 총체적 부실을 불러왔다.

고급 인재난은 교육계만이 아니고 다른 분야, 곧 정치ㆍ행정ㆍ사법ㆍ산업ㆍ문화 등 모든 분야도 마찬가지였다.

4. 6ㆍ25전쟁과 몇 차례의 대학 팽창

3년 남짓 한 동안의 처절한 동족상잔이자 세계적 성격의 전쟁인 6ㆍ25(한국)전쟁은 수많은 목숨을 앗아갔으며, 대학 사회를 포함한 지식인 사회도 예외가 아닌 데다가, 납북ㆍ월북 등으로 또 한차례 교수 인력은 감소를 당했다.

게다가 전쟁 중인 1952년 전국 1도 1국립대학교 설치안이 채택되어 각 도마다 국립종합대학이 설치되었고, 세계에 유례없는 국민들의 교육열은 ‘우골탑(牛骨塔)’으로 불리는 경향 각지의 사립대학들을 세우게 했다. 이로써 대학 교수 요원의 충원 사태는 해방 직후와 마찬가지로 다시 일어났다.

또한 ’80년대 정통성이 부족한 권위주의 정권들은 대학의 설립 조건을 완화, 풀어주었고, 학과 증설과 학생 정원을 늘려 나갔다. 그 결과 오늘 현재 종합대학 또는 4년제 대학이 302개, 초급대학이 289개로 늘어난 것이다.

5. 대학의 양적 팽창과 내실의 부족

해방 당시 우리나라 고등교육기관의 재학생 수(일본인 포함)는 8천 명이 되지 않았으나 15년 뒤인 1960년에는 12.5배인 10만 명에 다다랐고 1987년 현재로만 보더라도 127배인 100만에 이르고 있었다.

이렇게 대학이 팽창된 과정에서 ‘대학은 들어가기는 어렵지만 나오기는 쉽다’는 말이 유행했고, 부실 학위가 남발되었다. 사회를 이끌어 갈 교수요원의 질 높이기 와 학생들의 면학 분위기 높이기가 시급한 문제로 대두되었고, 그 정책적 조치가 교수 논문 실적제와 학생들의 졸업정원제였다.

학생들의 졸업정원제는 곧 유명무실화했지만, 그 뒤 교수논문 실적제는 강화되어 선기능 보다는 오히려 그 역기능과 부작용의 하나로 발표 논문의 질의 저하와 표절의 문제를 심화시켰다. 논문 실적제는 대학 평가와도 맞물려 시급한 개선의 필요성이 제기되고 있으며, 최근 BK 21제도 등과도 연계되어 대학 사회에서 심각할 정도로 불만이 높아지고 있다.

마무리 ― 결론에 대신하여

식민지라는 황무지, 분단과 전쟁에 이어 독재와 권위주의라는 동토(凍土)를 거쳐 지난 100년 동안 우리나라 지식인 사회는 그래도 성장하고 발전했다.

그 가운데 대학은 양적으로 성장했고, 대다수 학자(교수)들은 민족문화의 계승과 외국의 새로운 이론들을 소개ㆍ교육해 왔으며, 소수이기는 하지만, 나라 안팎의 대학이나 연구기관들에서 세계적 평가를 받는 학자들이 나온 것도 사실이다. 그리하여 일부 학문이나 기술 분야에서 성과를 올리고 특히 몇몇 기술 분야에서는 세계 수위를 자랑하고 있으며, 인문분야에서도 세계적인 평가가 기대되는 학자도 나왔고 앞으로 더욱 가속될 것이다. 그리고 이와 함께 지식인 사회(특히 대학생사회)는 3ㆍ1운동ㆍ광주학생운동ㆍ4ㆍ19, 5ㆍ18 등 역사적 고비마다 결정적인 구실을 하였고, 그리하여 마침내 민주화를 이루고 압축적 경제성장을 일구는 데 기여했다.

그러나 지식인 사회의 모태인 오늘의 대학 사회는 엄밀한 세계적 수준(global standard)에서 본다면 ‘아직’이라는 말이 아직도 유용하다. 한국의 고등고육이 양적으로 팽창을 한 이 마당에 ‘표절’시비가 잇따르는 것은 그 뿌리가 어떠하든 정당화될 수는 없을 것이다.

그렇다면, 우리 지식인 사회 또는 대학사회의 ‘인식능력’이나 ‘함량’의 문제를 제기하지 않을 수 없다. 교육의 핵심이기도 한 대학사회에서 ‘학문’ ― 그것이 ‘인문(사회)학문’이든 ‘자연(기술)학문’이든 ― 은 문화 창조력의 꼭지점인데, 이러한 대학의 문제 가운데 마치 ‘입시문제’가 전부인 것처럼 인식되어서는 안 될 것이다. 이 땅에서 대학 사회의 바람직한 발전은 출세지상주의와 ‘끼리끼리 주의’의 공정하고 투명하지 않은 인선 등 이러저러한 부정적 관행을 버리고, 세계에 뒤떨어지지 않고 우리 실정에 맞는 체계적이고 획기적인 시스템을 갖출 진정한 교육정책ㆍ학문정책을 한번이라도 검토한 적이 있었는가. 이 자리를 빌어 ‘새로운 대학정책, 학문정책의 틀짜기’를 감히 제안하려 한다.

바야흐로 누리 안팎의 정세는 엄청나게 변하고 있고, 거기에 발맞춰 변화ㆍ적응하지 않으면 아찔한 결과가 걱정되는 시점에서, 대학 안팎의 우리 지식인들은 무엇을 할 것인가.

학문과 과학기술 그리고 예술이 현대 문화의 핵심 갈래(장르)라면, 이를 둘러싼 교육ㆍ언론ㆍ출판은 상호 관계에 있고, 그 보호막이라고 할 수 있다(현대문화正삼각형론).
