"진실로 나는 고향에 돌아온 것일까요. 나는 고향으로 돌아왔으나 고향을 잃어가고 있습니다. 돌
아옴으로 돌아갈 곳을 잃었습니다. 정녕 나는 고향으로 돌아오지 말았어야 했던 것일까요."
초등학교 5학년 때의 일이다. "보길도를 떠나기 싫어서 도망 다녔지만" 끝내 가족을 따라 인천으
로 떠나야 했다. 시인 강제윤씨는 그렇게 고향, 보길도를 '그리움'으로 간직하며 20여년을 아스팔
트 위에서 살다 끝내 '고향'으로 돌아왔다.
그런 고향을 "이제 다시는 고향으로 돌아가지 말자"고 되뇌고 있다.
시인은 '동천다려'에서 함께 살고 있는 봉순이, 꺽정이, 부용이와 '말없는' 풀꽃에게 향하던 온정
을 빼앗겨 '보길도를 배회하는 하나의 유령'과 맞닥뜨리고 있다.

그 '유령'은 바로 완도군이 추진하려는 보길도 댐 증축 공사다. 하지만 보길도 사람들과 강씨를 괴
롭히는 것은 댐 공사만을 고집하는 완도군의 '밀어붙이기식' 공사추진과 주민들의 의견을 진지하
게 대하지 않는 "5공과 6공 같은 시대를 살려는 행정기관 사람들"이다.
강씨는 지난 3월 10일부터 글을 통해 보길도의 소소한 삶을 배달하는 대신 기약도 없는 무기한 단
식 농성에 나섰다. '벌써' 25일째다. 하지만 여전히 그에게는 '이제야' 25일인 듯 하다. 아직 보길
도 댐과 관련한 어떠한 진전도 보지 못하고 있기 때문이다.
이미 보길도(완도군 보길면 부용리)에는 50만톤 규모의 댐이 있지만 제 기능을 하지 못하고 있다.
완도군은 이 댐을 150만톤의 물을 담을 수 있는 댐으로 몸집을 불릴 계획이다. 완도군은 보길도와
노화도 주민들의 식수난 해결을 위해서 증축을 추진하고 있지만 주민들은 이 역시 제 기능은 못
한 채 몸집만 불릴 뿐이라고 반발하고 있다.
보길도 댐은 지층이 '마사토'여서 절반 이상의 물이 새고 있다. 가뭄이 들면 갈라진 댐 바닥만 바
라보고 하늘만 원망해야 하는 댐이 보길도 댐이다. 실제 지난 94년과 95년 가뭄이 들었을 때 댐은
무용지물이었다. 더구나 댐 증축 예정지는 고산의 유적지가 지척에 있어 문화재를 훼손할 여지가
많지만 완도군은 이에 대해 어떠한 조치도 고민도 없이 공사를 추진했다.
'문화재보호법'에 따르면 단체장은 문화재에서 500m 가량 떨어진 곳에서 공사를 하게될 때는 문
화재청장과 협의를 해야한다고 명시하고 있다. 그러나 행정기관인 완도군은 댐 증축에만 눈이 먼
나머지 국가사적 368호인 동천석실로부터 불과 200여m 떨어진 곳에 공사를 하면서 문화재청에
보고하지 않았다. 결국 완도군은 문화재청으로부터 댐 증축 일시중단을 명령받는 수모를 겪었다.
윤선도가 부용동 제일 절승이라 극찬하며 다도와 사색을 즐기던 동천석실뿐 만은 아니다. 보길도
댐 주변에는 '어부사시사의 산실인 세연정, 윤선도의 저택인 낙서재가 분포되어 있다. 특히 완도
군이 300억원이 넘는 거액을 들여 추진하고 있는 윤선도 유적 복원사업 중 윤선도의 아들이 살았
던 곡수당이 발굴됐는데 이곳은 댐 증축 예정지로부터 직선거리로 300여m 남짓한 곳에 위치하고
있다.
한편에서는 유적지를 복원하겠다고 발굴 사업을 벌이면서도 지척간에 있는 댐을 증축하겠다고 나
서고 있는 것이다.
보길도 주민들은 댐의 효율성과 문화재 훼손을 우려해 댐 증축을 반대하고 있지만 그렇다고 무작
정 반대만 하는 것은 아니다. 비록 '밑빠진 독'이지만 그나마 담겨있는 물로 보길도와 노화도 주민
들이 생명수로 소중히 쓰고 있기 때문. 주민들은 가뭄 걱정 없이 안정적으로 식수를 공급받는데
소금물을 민물로 만들어 사용하는 '담수화 시설'을 그 대안으로 제시하고 있다. 하지만 완도군은
담수화 시설에 대해 운영비용을 이유로 받아들이지 않고 있으며 문화재보호법과 무관한 지역의
관로공사를 지속할 예정이다. 이는 댐 증축 이외에는 재검토 할 사항이 없다는 것을 의미한다.

"실효성 없는 댐 증축은 오히려 윤선도 유적지를 훼손할 뿐이다. 30일이든 40일이든 댐 증축이 완
전 철회될 때까지 단식을 하겠다. 내가 죽지 않는 한 댐 증축은 하지 못할 것이다. 내가 죽으면 나
를 그 곳에 묻어야 할 것이다. "
오늘(4월 2일)로 단식 25일째를 맞는 강씨는 단호한 어조로 말했다.
애초 강씨는 마을 사람들이 공사를 하고 있는 포크레인을 막아서려 하자 "그렇게 하지말자"면서
합리적인 대안을 제시하면 대화만으로도 얼마든지 협의할 수 있을 것이라고 생각했다. 하지만 강
씨의 바람은 너무 순진한 '착각'으로 돌아왔다.
"잘못된 점을 지적하면 또 다른 변명거리만 늘어놓고 있다. 공무원들은 사실을 그 자체로 받아들
이지 않고 외면하고 있다. 그들에게 '의견수렴' 이란 것은 그들이 하는대로 주민들이 따라와 주면
되는 것이다. 다른 합리적인 대안이 있는데도 그것을 인정하려 하지 않았다. 상식대로만 한다면
문제가 될 것이 아니다. 다른 방법이 없다. 할 수 있는 것도 피할 수 있는 것도 없다. 주민들의 말
에는 귀 기울지 않고 어떻게 하면 공사를 계속 할 수 있을까만 생각한다."
이것이 그를 절박하게 만들었고, 그는 그 절박함에 몸뚱아리를 내맡기게 된 것이다.
단식을 하면서 그는 인터넷에서 관련 자료를 검색하고 이를 정리하는 것으로 많은 시간을 할애하
고 있다. 시를 쓰는 대신 보길도 댐 증축의 온당치 못함을 알리는 글과 성명서를 작성하는 것이 그
의 하루를 지탱하게 한다. 강씨는 기자에게 "일을 하다보면 하루가 금방 이어서 고통스럽다는 느
낌을 받을 겨를도 없다"며 어색한 말로 힘겨움을 추스르려고 애썼다.
그가 주로 찾아가는 인터넷 홈페이지는 댐 관련 사이트, 대안으로 제시하고 있는 담수화 시설에
관한 자료와 문화재 관리 등에 대한 정보를 얻을 수 있는 곳이다. 이런 덕분에 그는 완도군이 문화
재청과 협의를 하지않고 공사를 추진했다는 사실을 밝혀내고, 잠시나마 공사를 중단시킬 수 있었
다.
"더 이상 망가뜨려서는 안된다는 생각을 했다. 그렇다고 큰 것을 바라는 것은 아니다. 그저 상식
이 통하는 세상을 바랄 뿐이다. 그런데 그것이 이렇게 힘들다. 한 사람이 쓰러져야 조금이라도 변
할 것이다. 아니 그렇게 되도 눈 하나 깜박이지 않고 밀어붙일 것이다."
그래서 일까. 이제 그는 "물까지 마시지 않겠다"고 걱정스러운 말들만 내뱉고 있다. 그는 단식을
시작했던 3월 10일 <오마이뉴스>에 연재하고 있는 <보길도 편지>를 통해 "나는 고향으로 돌아왔
으나 고향을 잃어가고 있습니다"라고 참혹한 심정을 토해냈다.
그래도 그는 "덩달아 아내가 고생이다"고 아내를 걱정했다. 하지만 이런 그를 곁에서 지켜보는 아
내 최은이씨의 마음이 더 시리기만 한 것 같다. 20일 넘는 단식에도 유령을 둘러싼 세상의 움직임
에 별다른 변화가 없어 갈수록 애 간장을 태운다.
"회복을 위해 고향에 돌아왔는데 상실이 커져 가는 그를 옆에서 지켜보는 마음이 참 아프고 허탈
하고 그렇다. 단식은 무엇인가 공적인 매듭이나 기회가 주어지지 않는 한 아무도 멈추게 하지 못
한다. 저 또한 만류할 수 있는 재간이 없다. 가끔 눈물이 터져나와 목을 꾹꾹 삼키면서도 곁에서
물을 끓여 주는 것 이외에는 아무것도 할 수 없는 내가 죄스럽게 느껴지기까지 한다."
최은이씨는 남편의 홈페이지에 남긴 이런 글로 마음을 달래고 있다.

3월 27일 처음으로 가진 주민궐기대회에 현장에서 디지털 카메라에 집회 장면을 담고 있었던 그
의 아내는 사회자가 단식에 대한 말을 이어가자 분명 시인의 앞에서는 보이지 못했을 눈물을 삼켰
다.
"다른 어떤 사실도 바라보지도 받아들이려고도 하지 않는 이 현실이 숨을 조여온다"는 그의 아내
는 기자에게 "이렇게 단식을 하고있는 사람인데 정치적으로 뭘 해보려는 것이라는 악의에 찬 유언
비어가 들리기도 한다"며 눈시울을 붉히기도 했다.
이런 강제윤씨를, 소설가 최성각씨는 '보길도의 바보 시인'으로 불렀다.
최씨는 "보길도 댐건설이 국민들의 무관심 속에서 탈법적으로 강행되어서는 안된다"며 "시인이 하
루빨리 단식을 풀고 염소를 치면서 시를 쓰게 만들어야 한다"고 촉구했다. 하지만 이 바람이 언제
쯤 이뤄질지는 완도군이 댐 증축을 포기하거나 최소한 재검토 의사를 밝히는 날에나 가능할 것으
로 보인다.
