한ㆍ미 자유무역협정(FTA) 국회 비준동의안의 찬ㆍ반 여부에 대한 국회의원들의 입장은 같은 정당 내부에서도 극명히 엇갈렸다. 각 당이 당론을 정하기 힘들 것임을 예고한다. 또 유보 입장을 밝힌 의원들이 적지 않아 비준안 처리 전망이 안개 속이라는 점도 보여주고 있다. 반대 입장을 밝힌 의원들 중에는 여야 구분할 것 없이 농ㆍ어촌 지역 출신 의원이 대다수를 차지해 '농촌당'의 부상도 재확인됐다.
● 엇갈리는 각 당별 입장
127명의 소속 의원 중 122명이 응답한 한나라당의 경우 찬반을 표시한 의원들 중에는 찬성(51명)이 반대(14명)보다 4배 가까이 많았다. 유보(56명) 입장을 밝힌 의원이 가장 많긴 했지만 찬반 분포만 놓고 본다면 전반적인 당 기류가 한미 FTA를 찬성하는 쪽임을 알 수 있다.
108명 중 102명이 답변에 응한 열린우리당에서는 찬반 기류가 팽팽했다. 찬성 28명, 반대 24명으로 나타나 당론 결정 과정에서 진통이 적지 않을 것임을 알 수 있다. 우리당을 탈당한 통합신당모임은 찬성 2명, 반대 4명으로 나타났다. 역시 우리당을 탈당한 민생정치모임 소속 의원 8명 중에서도 이계안 의원(유보)을 제외한 7명이 모두 반대했다. 결국 '심정적 여당' 그룹 내에서 한미 FTA에 대한 반발이 적지 않음을 보여주고 있다.
민주당은 찬성과 반대가 각각 4명, 5명으로 나타나 역시 당론을 정하기 어려울 것임을 예고했다. 민주노동당 의원 9명은 당론에 따라 모두 반대 입장을 보였다.
● 역시 농촌당
이번 조사에서 반대 입장을 표명한 의원들 중에는 여야를 막론하고 농촌 출신 의원이 압도적으로 많았다. 한ㆍ칠레 FTA 비준안 처리 때처럼 이번에도 농촌 의원들의 강력한 저항이 있을 것임을 알 수 있는 대목이다. '농촌당'의 출현은 불 보듯 뻔한 일이다.
한나라당의 반대 의원 14명 중 비례대표인 배일도 의원과 김재경(경남 진주 을) 의원을 제외한 12명 의원이 농촌 지역 출신이었다. 이진구(충남 아산) 의원은 농민들의 피해 때문에 반대할 수밖에 없다고 말했다.
우리당에서도 최규성(전북 김제ㆍ완주) 김춘진(전북 고창ㆍ부안) 김종률(충북 증평ㆍ진천ㆍ괴산ㆍ음성) 의원 등 농촌 출신 의원들의 반대가 많았다. 특히 감귤 농사 피해가 예상되는 제주 지역 출신인 강창일 김재윤 의원도 반대 진영에 섰다. 제주 출신인 김우남 의원은 유보 입장을 밝혔지만 지켜야 할 것을 많이 못 지킨 농업 부문에서는 반대한다고 덧붙였다. 민주당의 경우도 전남 지역의 군 단위를 지역구로 갖고 있는 김효석 신중식 이낙연 최인기 의원은 반대했고, 조순형 김송자 이승희 의원 등 비례대표이거나 서울이 지역구인 의원들은 찬성했다.
● 유보 입장의 속내는
이번 조사에서는 당장 찬반을 표시하지 않은 유보 입장이 응답자 282명 중 117명으로 가장 많았다. 결국 이들이 어느쪽에 서느냐가 비준안 처리 과정에서 주요 변수가 되는 셈이다.
조사 과정에서 의원들은 내용을 자세히 살펴 본 뒤에 판단해야 한다는 것을 유보의 가장 큰 이유로 들었다. 또 피해를 최소화할 대책을 본 뒤 결정할 것이라는 의원들도 많았다. 하지만 내심으로는 반대쪽보다 찬성쪽에 가까운 의원들이 유보 입장을 표명한 경우가 좀더 많았다. 한나라당 권철현 의원은 원칙적으로는 찬성하나 손익계산을 분명히 한 뒤에 비준 동의 여부를 결정할 것이라고 말했다. 이런 점을 감안하면 이날 드러난 결과 보다는 찬성쪽 기류가 조금 더 강한 것으로 볼 수 있다.
