 16억원 횡령한 서울공대 오(55)교수 구속 서울중앙지검 특수1부(부장검사 유재만)는 24일 유령 업체 명의의 허위 세금계산서 등을 이용,연구비 16억여원을 횡령한 혐의로 서울대 공대 오모(55) 교수를 구속했다.
‘연구비 비리 사건’에 연루돼 서울대 교수가 구속된 것은 지난 7일 공대 조모(38) 교수에 이어 두 번째다.
검찰은 서울대 공대의 또 다른 교수들이 유사한 수법으로 연구비를 횡령해 왔을 가능성이 높다고 보고 3∼4명에 대해 내사 중이어서 사법처리 대상이 더 늘 수도 있다.
◇횡령 수법도 가지가지=오 교수는 관할 세무서 직권으로 폐업됐거나 사업자 대표가 변경돼 다른 사람 명의로 운영되는 업체 등 유령 업체에서 각종 실험 기자재를 구입한 것처럼 세금계산서를 작성,2001년부터 2003년 초까지 61차례 5억4000여만원의 연구비를 빼돌렸다.
이런 허위 세금계산서가 학교 내에서 문제가 되자 이번엔 세무전문 자료상까지 동원해 2억6000여만원을 착복하는 대담성도 보였다.
또 영세업체들이 거래처 확보에 명운을 걸고 있는 점을 악용,계속적인 거래를 미끼로 허위 세금계산서를 요구해 2001년 7월부터 11차례 3800여만원을 가로챘다.
2003년 1월부터 연구비 지급 방식이 카드를 이용하는 것으로 바뀌자 평소 거래해오던 납품업체에서 세금계산서를 부풀려 발급받는 방법으로 5억여원을 착복했다.
오 교수는 이밖에 지난해 10월에는 자신의 제자였던 B사 대표 김모씨에게 전화를 걸어 허위 세금계산서를 요구,연구비 1억4000여만원을 가로채기도 했다.
이렇게 허위 세금계산서를 작성하는 수법으로 빼돌린 돈은 모두 15억여원. 오 교수는 한 술 더 떠 연구과제 수행에 보조연구원으로 참여한 석사과정에 40만원,박사과정에겐 60만∼70만원을 주고 나머지 급여 1억여원을 가로채기까지 했다.
◇오 교수,은행 예금만 50억원=오 교수는 지난 4월 미국 학회에서 주는 ‘올해의 논문상’을 공동 수상하는 등 서울대 내에서 ‘공대의 황우석’으로 불리며 석학 대접을 받아온 인물이다.
검찰은 오 교수의 개인 통장에 무려 50억원 가량의 예금이 들어 있는 것으로 파악했다.
오 교수측은 영장실질심사에서 2002년 12월 공대 내 연구소 설립 기금으로 10억원을 출연하는 등 대학과 학회 발전을 위해 20억원 가까운 돈을 내놓은 사실을 주장하기도 했지만 구속을 피할 수는 없었다.
