 철원의 쓰레기매립장 설치계획에 대한 우리의 입장
한탄강 네트워크
-철원의 쓰레기매립장 설치계획에 대 한 우리의 입장-
연천.포천 철원을 따로따로 생각하는 시대는 지났습니다.
철원군이 고대산 밑에 쓰레기 매립장을 설치하려고 실시 설계를 의뢰했습니다.
이곳은 철원의 입장에서 보면 사람이 살지 않는 오지이지만 연천의 입장에서 보면 연천군민의 생명줄인 차탄천의 최상류이며 연천의 주산이 고대산 관광지로 인정한 곳입니다.
이에 철원군은위치 선정과정에서 역지사지의 지혜를 가졌어야 하는 아쉬움이 있습니다.
연천은 한탄강의 하류에 위치하여 그동안 동두천 포천의 오페수를 인하여 한탄강을 잃어버리고 말았습니다. 한탄강 유원지는 이미 그 진가를 잃은지 오래되었습니다. 심지어 늘목리 간파리 일대 대전리 일대는 연천군 스스로 환경 오염의 사각지대로 만들었습니다. 최근 늘목 간파리에 병원 적출물 소각장을 허가해 주었는데 그곳은 동두천과 경계지대이며 연천의 오지입니다 자치단체가 쓰레기 문제를 스스로 해결해야 하는 시대적 추세로 인해 지금 전국에서 유사한 민원이 빈발하고 있는 것입니다. 포천도 현재 쓰레기 소각장을 포천의 한가운데 세우는 계획을 세우고 있습니다. 연천 포천 철원이 한탄강을 중심으로 서로 불가분의 관계일 수밖에 없는 이유는 바로 산업화와 개발이 밀려오면서 서로에게 즉각 영향을 준다는데 있습니다 이제 연천 포천 철원은 어떠한 개발행위도 인접 자치단체단체의 영향을 고려하지 않을 수 없는 시대가 되었습니다.
한탄강댐 사안에서 보았듯이 연천 포천 철원이 하나의 생존 공동체 임을 이제 알아야 합니다. 이번 철원군의 쓰레기 매립장 설치로 대두된 지역간의 문제를 풀어나가는데 우리는 새로운 지혜를 발휘해야 합니다 우선 자치단체간에 심도있는 대화가 우선되어야 합니다.
이웃간에 반목과 불신을 초래하는 행동 보다는 책임있는 당사자들이 먼저 만나 협의하는 성숙한 자세를 보이는 것이 우선 되어야 합니다. 먼저 연천군과 의회 철원군과 의회가 만나서 허심탄회한 대화를 하고 양군이 서로 이웃으로서 자세를 보이는 것이 중요합니다.
그렇게 해서 모두가 승리하는 최선의 대안을 만들때 까지 쓰레기 매립장 설치를 유보해야 합니다.
이런 성숙한 자세가 없다면 양군은 심각한 지역감정이 조장될 것이고 이는 우리 모두의 불행입니다.이를 이용해서 소아병적인 목적을 이루려는 어떠한 발상도 경계되어야 합니다.
한탄강댐은 지역과 수자원 공사와의 갈등이고 광역의 문제이지만 쓰레기 매립장은 이와는 전혀 다른 사안입니다. 이는 자치단체간의 문제이고 이웃간의 문제입니다 이에 문제를 올바로 인식하지 못하고 감정적으로 대응하는 것은 옳지 못합니다.
한탄강과 고대산 철원평야 결코 따로 떨어져 있지 않습니다. 한탄강 댐이 연천군의 내산리 동막골 개발에 치명적 족쇄가 되는 줄 모르고 “한탄강댐 찬성으로 고대산을 망치는 철원을 응징한다” 는 발상은 사태를 불행한 방향으로 몰고 가는 것입니다.
