 일제시절 댐 만들려다 포기한 한탄강댐!!!
곳곳에 지하동굴 산재... 일제때 저수지 시공 포기
현재 건설교통부와 수자원공사가 추진하고 있는 한탄강댐 건설에 관하여 지역주민, 군의회, 시민
단체, 지자체가 반대입장을 나타내고 있는 가운데 이미 일제시대 때 이곳에 댐건설을 시도하려다
곳곳에 뚫려있는 지하동굴로 인해 포기했던 사실이 밝혀져 충격으로 받아들여지고 있다.
이 사실은 지금으로부터 50년전 일제하인 1942년 당시 연천수리조합 댐 건설에 일본인과 함께 현
장소장으로 참여했던 유원남(86. 서울시 노원구 상계동)씨가 댐건설 불가론을 제기하고 건설교통
부장관 앞으로 한탄강댐 건설 중지 요청을 건의함으로써 밝혀졌다.
유원남씨는 자신이 토목관련 현장 소장으로 재직하던 1942년 당시 연천수리조합이 농업용수공급
을 위해 연천읍 부곡리(재인폭포 상류지점)에 저수지를 만들기 위해 터 파기를 하던중 현무암층
에 발파작업을 하며 중심강관을 박기위해 양수기로 물을 퍼내던 중 물소리와 함께 고여있던 전구
간의 물이 삽시간에 빠져나갔다한다.
일본인 책임자는 물이 빠지는 경로를 알기 위해 곳곳에 인원을 배치한 후, 경유 2드럼에 붉은 물
감을 섞어 시추공에 부었더니 약 1시간정도 지난 후 재인폭포 하류와 산너머 관인면 중리지역과
심지어 임진강과 합류하는 전곡읍 도감포 지점까지 곳곳에서 물감 섞인 경유가 흘러나왔다는 것.
당시 책임자는 현무암층 지하에 무수히 연결된 지하동굴이 존재하는 것을 확인한 후 동굴내부의
지하수가 흘러가는 방향과 시간 위치 등을 정확히 조사한 후 도면을 작성해 경기도와 총독부관계
기관에 제출하고 공사를 중지시켰다 한다.
그후 일본에서 지질학자와 기술자들이 조사를 하고나서 "약 20만년전 철원근방에서 화산이 2∼3
차례 폭발, 용암이 흘러내리며 현무암층을 형성해 동굴과 공간층이 많다는 것"으로 결론내렸다는
것이다.
따라서 공사를 계속하려면 모암인 화강암층에서 1m이상 더 뚫은 후 몰타르주입법으로 공사를 해
야 안전하다고 해 공사를 하던 중 해방이 되면서 중지되었다고 증언하였다.
유원남씨는 연천군 전곡(사랑동)출신으로 일제시대 토목기사로 각종공사에 참여했으며 연천의
해동, 화진 양수장 시설을 설계하고 시공했다고 한다.
1942년 당시 연천지역의 거주하였던 김종명(81.전곡읍 전곡6리) 씨도 "일제때 연천수리조합에서
고문리쪽에 저수지 공사를 하려 한 적이 있다"고 하여 유원남씨의 주장을 뒷받침하였다.
또한 시민단체인 지역사랑실천연대에서 작년 10월 26일 발표한 '수자원공사는 한탄강 댐 건설을
전면백지화하라'는 성명서 내용중 제6항 "지질학적으로 부적절하다. 현무암반으로 형성된 한탄강
유역은 지질구조가 매우 약하며 취약한 지반이며, 높은 수압에 견디어야 하는 조건에서 한탄강 댐
의 건설은 부적합하다. 현대건설의 연천댐 붕괴시 좌안이 깎여버린 절벽에서도 이를 증명한다"고
명시하였고 현재 건교부와 수자원공사에서 추진하고 있는 댐건설 예정지는 전문가나 지역주민들
도 현실적으로 적합치 않다는 평가와 함께 수자원공사도 댐 건설시 붕괴우려가 있다는 자체보고
도 있었다는 지적도 이를 뒷받침한다
