고향의 서로 얼굴을 맞대고 있는 사람들로 부터 청와대의 그 깊숙한 곳까지 한탄강댐의 영역(?)은 실로 언어와 문자로 표현하기 조차 어려운 상황을 연출하고 있습니다.
문제의 핵심은 한탄강이 그리 호락호락한 강이 아니다는 것에 있지요?
모든 것을 시험하고, 모든 이를 검증하고, 모두 시커멋게 타 재가 되어 버릴 때 한탄강의 그 소중함을 우리는 깨달을 것입니다...
6월 27일, 행정법원의 선고 내용, 한탄강이 베푼 거짓 집단에 대한 마지막 잔치일 것입니다.
그 중심에 중리가 있습니다.

한탄강댐건설 문제는 사회, 경제, 환경 등 수 많은 복합적 갈등을 동반하고 있다. 우리는 인간다운 생활을 할 권리를 헌법상의 기본권으로 보호받아야 하며 국가는 적극적으로 책무를 수행하여 국민의 안정적인 삶을 영위할 수 있도록 보장하여야 함에도 불구하고.
국책사업으로 인하여 해당 지역 주민들이 기존 생활근거를 상실하고 유랑민으로 전락하는 치명적인 사회문제를 간과하고 무시하는 이기적인 공사가 한탄강에서 진행돼 고 있다. 천혜의 관광자원인 재인폭포와 유서 깊은 문화유산과 더불어 조상대대로 지켜온 터전을 박탈당하며 절망과 두려움으로 한숨짓는 대다수 노년층인 우리 부모님들의 비애를 현 정부는 외면하지 말아야 한다.
한탄강댐 건설 사업은 임진강 수계에서 홍수 피해를 막기 위한 근본 대책을 수립해야 함에도, 홍수방어 자체가 의혹이 많이 제기되는 지류인 한탄강에서 홍수조절용 댐건설을 통해. 자신들의 능력을 입증하고자 1조원이 넘는 국민혈세를 가지고 댐건설의 선봉장 수자원공사를 앞세워 위험한 물장난을 시작한 도덕 불감증 주범들을 엄중처벌해야 한다.
북한이 임진강 상류에 건설한 다목적 황강댐과 4월5일댐에 대응하는 방안을 면밀히 검토해서 지류인 임진강에서 해법을 찾는 것이 현명할 것이며 막대한 국고 손실을 줄일 수 있는 현명한 선택일 것이다.
무분별한 한탄강댐건설로 안정된 생활근거를 상실하고 이주정착지와 생계대책을 세우지 못해 절망의 구렁으로 빠져드는 대다수 수몰민의 한 서린 신음과 분노의 목소리는 공허하기만하다.

이주정착금이 너무 낮아 비현실적이며 이주단지조성 공급받는 경우와 이주비를 받고 이주하는 자 사이의 보상형평성 문제가 발생하며 보상법의 경직성을 이유로 수몰민을 홀대하고. 이주자 선정기준 또한 일방적인 판단을 통해 탈락시키며 그동안 댐건설로 이루어진 성공적인 수몰민집단 이주사례를 찾기 힘든 것처럼 조잡한 계획을 세우고 진행하고 있다.
